MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JULY 8, 2024

I.          CALL TO ORDER:

            Mayor Craig Neuahus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, July 8, 2024.

II.        PLEDGE OF ALLEGIANCE:

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 III.      ROLL CALL:

            City Clerk Stiegemeier called roll with the following persons:

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota, Matthew McKee and Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier,  Public Works Director Mike Kuethe and Police Chief Jeff Doerr. 

            NOT ATTENDING:   City Attorney Phil Lading and City Treasurer Cindy Pirok.

Motion by Berg, seconded by Dias to proceed with construction of the Herman Road #7 Mine Lane Water Main Extension Project in the amount of $280,000, as budgeted.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Berg, seconded by McKee to proceed with construction of the Albrecht Road Water Main Extension Project.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

STREET / SEWER

Motion by Machota, seconded by Dias to approve Quote #:1005330 from Martin Equipment for new Backhoe Loader Bucket in the amount of $3,620.00.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

            PUBLIC GROUNDS-

Nothing to report.

            TOURISM –

Motion by Tipler, seconded by McKee to close the following streets for the Tour de Donut on Saturday, July 13,2024:  From 6:00 A.M. to 12:30 P.M. on Montgomery Street from Easton Street to Ash Street (including all intersections) and all of Park Lane.  From 8:50 A.M.until all Tour de Donut riders have passed to close Main Street from Easton Street to Union Street and Union Street from East Main Street to East Leonard Street    .  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

Motion by Tipler, seconded by McKee to approve purchase agreement from Alaska Structures for 30’ x 20’  tent for Tourism Events in the amount of $6,775.00.  At Roll Call Vote – Ayes:   Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

            PERSONNEL –

ANNEXATION –

            Nothing to report.

            SPECIAL COMMITTEES –

            Nothing to report.

            JUDICIARY—

Motion by Manning, seconded by Dias to approve Ordinance #2245 An Ordinance To Install Stop Signs On Reservoir Road At Its Intersection With The Northern Entrance To Woods Mill Drive.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

X.      UNFINISHED BUSINESS—

          Nothing to report.

XI.     NEW BUSINESS-

           The Tour de Donut will be held this coming Saturday, July 13th, and more volunteers

           are needed to help with the event.  Stop in at Sullivan Drugs to sign up as a volunteer.

     No Executive Session was held.
