MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 10, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuahus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 10, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Matthew McKee and Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier,  Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

VI.      CORRESPONDENCE

 

Received a letter from the Illinois Department of Natural Resources notifying the City that due to the fact that our OSLAD Grant Application was below the level of funds available, the City of Staunton will not be receiving any funding.  A copy of the letter is included with the agenda packet.

 

Received a letter of resignation from part time janitor Michelle Jones. Her last day of employment with the City will be June 13, 2024. 

 

Received an email from Ben Clark, representing the Staunton Fire Department, requesting to close Park Lane, Luker Street and Bell Street on Saturday, June 29, 2024 from 3:00 to 5:00 P.M. to alleviate congestion at the end of the Homecoming Parade.

 

Received a letter from the Illinois Department of Transportation informing the City that they received 143 applications for funding the Illinois Safe Routes to School Funding Cycle.  47 project were approved for funding and the City of Staunton was not selected to receive funding at this time. 

 

VII.     TREASURER’S REPORT

VIII.   CITY CLERK’S REPORT

 

The annual Homecoming Parade will be held on Saturday afternoon, June 29th at 4:30.  The City will have their float in the parade and all elected officials are welcome to walk along with the float.

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Manning, seconded by Dias to grant request from the Staunton Fire Department to close Park Lane, Luker Street and Bell Street on Saturday, June 29th, 2024 from 3:00 to 5:00 P.M. at the end of the Homecoming Parade.  At Roll Call Vote – Ayes:  Berg, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  Machota.  Motion carried. 

 

Motion by Manning, seconded by McKee to pay Invoice dated June 1, 2024 from West Central Illinois Criminal Justice Council for Mobile Training Unit 9 annual dues in the amount of $1,100.00 (effective July 1, 2024 – June 30, 2025).  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  Machota.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

            Nothing to report.

 

FINANCE–

 

Motion by Tipler, seconded by Dias to accept Material Bid for Riveted Galvanized Culvert from Metal Culverts, Inc. for stock culverts in the amount of $16,070.70.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  Machota.  Motion carried. 

 

WATER-

 

            Nothing to report.

 

STREET / SEWER

 

Motion by Tipler, seconded by Manning to accept Quotation #9225 from Coe Equipment, Inc. for repairs to be done on the sewer Vactor Truck in the amount of $9,546.40.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, McKee.  Nayes:  None.  Absent:  Machota.  Motion carried. 

 

            PUBLIC GROUNDS-

            TOURISM –

 

Motion by Tipler, seconded by McKee to assist the Staunton Fire Department with a donation towards expenses for their upcoming Homecoming Celebration in the amount of $1,000.00.  This will be paid from line item 59.44.902.0.  At Roll Call Vote – Ayes:  Dias, Berg, McKee, Tipler, Manning.  Nayes:  None.  Absent:  Machota.  Motion carried.

Motion by Manning, seconded by Tipler to waive 1st reading of Ordinance #2244 An Ordinance Of The City Of Staunton, Macoupin County, lllinois, Supplementing And Amending Ordinance Number 2237 To Include The City’s Municipal Utility Taxes As Revenues Pledged To The Payment Of The City’s General Obligation Bonds (Alternate Revenue Source), Series 2024.  At Roll Call Vote – Ayes:  Berg, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  Machota.  Motion carried.

Motion by Manning, seconded by Dias to approve Resolution #2024-22 Re-Appointing Bill Bechem To The Staunton Library Board.  At Roll Call Vote – Ayes:  Berg, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  Machota.  Motion carried.   

 

Motion by Manning, seconded by McKee to approve Resolution #2024-23 Re-Appointing Scott Billings To The Staunton Library Board.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  Machota.  Motion carried.   

 

Motion by Manning, seconded by Dias to approve Resolution #2024-24 Re-Appointing Lacey Wieseman To The Staunton Library Board.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, McKee, Tipler.  Nayes:  None.  Absent:  Machota.  Motion carried.
