MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 22, 2026
I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 22, 2026.
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.
III. ROLL CALL:
City Clerk Stiegemeier called roll with the following persons:

Received a letter of resignation from Full Time Police Dispatcher Jessica Staten, effective June 11, 2026.
Received a letter of resignation from Staunton City Cemetery Board Member Nancy Neuhaus, effective June 16, 2026.
Received a note from Tim Bouillon stating that he will be retiring from the City of Staunton Street Department and his last day of employment will be June 26, 2026.
Received an email from the Staunton Volunteer Fire Department Homecoming Chairman requesting to make the following roads “no parking – tow away zones” on June 27th from 1:00 PM to 5:00 PM for their homecoming parade: Main Street from Edwardsville Street to Easton Street; North Easton Street to Montgomery Street and Montgomery Street to Ash Street.

VIII. CITY CLERK’S REPORT
A reminder about the Homecoming Parade on Saturday, June 27th at 4:00 P.M. The City float will be parked in front of the garage doors at the old fire station.
The City Clerk’s Office will be closed on Friday, July 3rd for the Independence Day holiday. All public works employees, except one water treatment plant employee, will be off that day as well.

PUBLIC HEALTH & SAFETY -
Motion by Frank, seconded by Manning to pay Invoice #26121925-060426 to Southwestern Illinois College for Police Academy Training for newly hired police officers Daniel Eller and Dylan Mason in the amount of $14,784.20. At Roll Call Vote – Ayes: Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank. Nayes: None. Absent: None. Motion carried.
Motion by Frank, seconded by McKee to grant request from the Staunton Volunteer Fire Department to make the following roads “no parking – tow away zones” on June 27th from 1:00 PM to 5:00 PM for their homecoming parade: Main Street from Edwardsville Street to Easton Street; North Easton Street from Main Street to Montgomery Street and Montgomery Street from Easton to Ash Street. PARK & CIVIC IMPROVEMENT –
Motion by Berg, seconded by Tipler to approve Invoice #989529 from Sandberg Phoenix for Professional Services rendered regarding condemnation proceedings for property at 1111 S. College Street in the amount of $1,069.95. At Roll Call Vote – Ayes: Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota. Nayes: None. Absent: None. Motion carried.
Motion by Berg, seconded by McKee to approve Invoice #989532 from Sandberg Phoenix for Professional Services rendered regarding condemnation proceedings for property at 834 N. Easton Street in the amount of $1,096.78. At Roll Call Vote – Ayes: McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio. Nayes: None. Absent: None. Motion carried.
FINANCE–
Motion by Tipler, seconded by McKee to pay Partial Pay Estimate No. 4 to Stutz Excavating, Inc. for work completed on the Main Street Improvements Project in the amount of $269,756.10. This will be paid from budget line item 56.45.860.2. At Roll Call Vote – Ayes: Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee. Nayes: None. Absent: None. Motion carried.

There will be a brief Special City Council Meeting on Wednesday, June 24th, for the

Department employee.
