MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 8, 2026

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 8, 2026.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

V.        GUESTS

                                   

          Brandace Cloud from the Macoupin Art Collective gave a brief presentation regarding the educational, cultural and economic impact of the MAC on Staunton.  She presented a handout showing the one year impact that the MAC has had on students in the area.  Some of the statistics are: over 10,000 students 4,459 free class students, 2,679 volunteer hours and $149,460 in grants, donations and support.  The Council thanked Brandace for her presentation and encouraged the MAC to keep up the good work in the community.

 

VI.      CORRESPONDENCE

 

Received an email from David Cisler, on behalf of the Staunton Chamber of Commerce, requesting to close Main Street from Edwardsville Street to Laurel Street on June 14, 2026 for the upcoming Staunton Car Show.

 

Received a request from the Zion Early Childhood Education Center requesting to block Wood, Henry, Hoxsey and Panhorst Streets, bordering Zion Lutheran School, on Friday, June 26, 2026 from 10:00 to 11:00 A.M. to allow daycare students to ride their bikes that day around the school. 

 

Received a letter from the Illinois Department of Transportation, Secretary of Transportation, informing the City of Staunton that we have been selected to receive funding from the 2025 Safe Routes to School Funding Cycle.  The award amount to the City of Staunton is $250,000.00.

 

Received an email from Julie Jarman, Public Library Director, requesting to use the South Water Tower Park on Thursday, July 9th, with the park rental fee being waived.

PUBLIC HEALTH & SAFETY  -

 

Motion by Frank, seconded by Manning to grant request from David Cisler to close Main Street from Edwardsville  Street to Laurel Street on Sunday, June 14th, from 8:00 A.M. to 5:00 P.M. for the upcoming Staunton Car Show.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Frank, seconded by Manning to pay Invoice #INUS446667 to Axon Enterprise, Inc. for Body Camera and Software for newly hired police officer in the amount of $1,607.50.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by McKee to pay Invoice #1600 from J N F Tree Service for tree removal at City owned property located at the corner of Prairie and Taylor Streets in the amount of  $2,450.00.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Manning to approve Quote #4900 from Hawkeye Steel Sales for metal roofing and accessories to replace roof on the brick pavilion at the Fireman’s Park in the amount of $6,487.23.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Manning to grant request from Staunton Public Library to use the South Water Park on Thursday, July 9th, with the park rental fee being waived.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by Frank to pay Invoice #139533 to Fehr Graham Engineering & Environmental for Design, Bidding and Construction Services related to the Force Main Project in the amount of $4,500.00.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Manning to rescind motion to reject all bids for the Force Main Sewer Project.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Tipler, seconded by Frank to award bid to Kamadulski Excavating, Inc. for the Force Main Sewer Project in the amount of $3,695,500.00 and authorize Mayor Neuhaus to sign the Notice of Intent to Award.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried.

Heltsley Regarding Property Located At 20267 Tall Timber Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Frank, seconded by Manning to waive 1st reading of Ordinance #2348 An Ordinance Designating And Providing For A Handicapped Parking Space At Wally’s Park.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Frank, seconded by Tipler to approve Resolution #2026-19 Re-Appointing Brianna Bohlen To The Staunton Library Board.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Frank, seconded by McKee to approve Resolution #2026-20 Re-Appointing Peggy Kuethe To The Staunton Library Board.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

X.      UNFINISHED BUSINESS—

 

          Nothing to report.

 

XI.     NEW BUSINESS-

 

           On Wednesday, June 10th, a car caravan will be leaving Rantoul, IL and travelling

           south through Staunton as part of the 100 year celebration of Route 66.  Several

           thousand cars are expected to participate in the event, and Chief Doerr and his officers

           will be out to assist with traffic control during those hours of the event.

 

           Alderman Frank thanked Public Works Director Mike Kuethe for his quick response

           recently when an o-ring blew out at the water salesman on a Saturday.  Mike went out

           to do the repair and got the water salemans back up and functioning. 

 

           Alderman Frank also stated that the Main Street Project looks great and he thanked all

           those involved in getting the project completed in a timely manner.  The new street

           lights will also be going up very soon. 

 

           The annual Homecoming Parade will be held on Saturday, June 27th, and the City will

           have their float in the parade againg.  All Councilmembers are invited to walk along

           with the float and any children or grandchildren of Councilmembers are welcome to

           ride on the float. 

 

XII.    EXECUTIVE SESSION—

 

     No Executive Session was held.

XIV.   ADJOURNMENT
