MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 9, 2025

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuahus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 9, 2025.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota,  Anthony Bagaglio, Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

Received an invitation from Brett Allen, Superintendent of Staunton Unit Schools, inviting all City Council members and City Officials to the Groundbreaking Ceremony for their construction project on Saturday, June 28th, 2025.  There will be an open house from 10:00 A.M. to 12:00 P.M. with the Groundbreaking Ceremony beginning at 12:00 P.M. 

 

Received a letter of resignation from Full Time Police Dispatcher Stacey Crocker, dated June 2, 2025, with her resignation being effective on June 6, 2025. 

 

Received a letter of resignation from Ward 1 Alderman David Dias, effective June 14, 2025.  Dave and his wife will be relocation to Glen Carbon in the very near future.  Thanks for your service to the City of Staunton, Dave!  The entire City Council gave Dave a round of applause for his time and devotion to the City.

            PARK & CIVIC IMPROVEMENT –

 

Motion by Tipler, seconded by McKee to pay Invoice #319798 to Midwest Turf Management, Inc. for sprayed weed control at the soccer and baseball fields in the amount of $1,830.00.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by Dias to accept bid from Advanced Environmental Services, Inc. for Asbestos Abatement at 212 East Main Street in the amount of $7,200.00.  This will be paid from budget line item 36.72.919.2.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.  Mayor Neuhaus stated that after the abatement is finished, the City will seeks bids for demolition of the structure.

 

WATER-

 

Motion by Berg, seconded by Manning to proceed with engineering on construction on the West 6th Street Water Main Extension Project.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

PERSONNEL –

 

Motion by Dias, seconded by Manning to hire Stacy Klobnak as a full time police dispatcher.  Stacy is already working as  a part time police dispatcher.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried.

            JUDICIARY—

 

Motion by Manning, seconded by Dias to approve Ordinance #2295 Approving A Charity Roadblock By The Lion’s Club To Conduct Their Annual Candy Day Sale Drive At The Intersection Of Main And Route 4 And Main And Union (October 11, 2025).  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Tipler to approve Ordinance #2296 Granting A Zoning Variance For Real Property Located At 801 North Deneen Street, Staunton, Illinois.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to waive 1st reading of Ordinance #2297 Amending Chapter I, Article I Of The City Code Regarding General Penalties Within The City Of Staunton.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Manning, seconded by Tipler to approve Ordinance #2297 Amending Chapter I, Article I Of The City Code Regarding General Penalties Within The City Of Staunton.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

1st reading of Ordinance #2298 Approving A Pre-Annexation Agreement With Edward & Linda Kolkovich Regarding Property Located At 1820 #7 Mine Lane, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time
