MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 27, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 27, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, Kristy Berg, Ryan Machota, John Moore, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, Public Works Director Mike Kuethe and City Attorney Phil Lading.


ELECTRONIC ATTENDANCE: Alderman David Dias and Police Chief Jeff Doerr.


NOT ATTENDING: City Treasurer Cindy Pirok.

VIII. CITY CLERK’S REPORT

The City Clerk’s Office will be closed on Friday, April 7th in observance of the Good Friday holiday. All public works employees, except one water plant employee, will be off that day as well. I will be finishing the agenda for the April 10th City Council Meeting on Thursday, April 6th.


IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to close Union Street from Main to Pearl Street, Pearl Street from Union to Elm Street and Elm Street from Main to Pearl Street on Saturday, April 22, 2023 from 9:00 A.M. to 10:00 P.M. for the Glow Ride. At Roll Call Vote – Ayes: Berg, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


PARK & CIVIC IMPROVEMENT –

Motion by Tipler, seconded by Manning to pay Invoice #1973 from Moran Economic Development, LLC for Professional Services rendered regarding the Business District Redevelopment Plan in the amount of $18,077.99. This will be paid from Line Item 35.61.919.0. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Manning to pay Invoice #166847 from Staunton Star Times for the Public Hearing Notices published for the Staunton Business District in the amount of $1,042.80. This will be paid from Line Item 35.61.919.0. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.

WATER-

STREET / SEWER

Motion by Machota, seconded by Tipler to purchase Flygt NP3301 Pump for the Main Lift Station at a cost of $95,129.00. A downpayment of $65,000.00 is due upon placement of order. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, Moore. Nayes: None. Absent: None. Motion carried.

PERSONNEL –

Motion by Manning, seconded by Moore to approve hiring Mark Puckett as full time Police Officer from the recently approved Full Time Placement List compiled by the Police Commission. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.

JUDICIARY—

Motion by Manning, seconded by Tipler to approve Ordinance #2194 Adopting The City’s Updated Zoning Map And Authorizing Its Publication. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Tipler to approve Ordinance #2195 Establishing The Staunton Business District; Approving A Business District Plan; Authorizing The Imposition And Collection Of A Sales Tax Within Such Business District; And Approving Certain Actions In Connection With The Establishment Of Such Business District. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Tipler. Nayes: Moore. Absent: None. Motion carried 5 Ayes; 1 Naye.


Motion by Manning, seconded by Dias to approve Ordinance #2196 Approving A Collective Bargaining Agreement With Chauffeurs, Teamsters, Warehousemen And Helpers Local Union No. 525, On Behalf Of The City Of Staunton, Illinois Full And Part Time Police Officers And Dispatchers. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


1st reading of Ordinance #2197 Approving A Pre-Annexation Agreement With Robert W. Worthen And Dennis Beasley Regarding Property Located At 1515 South Union, Staunton, Illinois But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time (Pin #08-2-05-05-04-401-022)
