MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 28, 2022


I. CALL TO ORDER:


Mayor Pro-Tem Jeff Scanzoni called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 28, 2022.


II. PLEDGE OF ALLEGIANCE:

Mayor Pro-Tem Jeff Scanzoni led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, Rick Johnson, Randy Hanks, Ryan Machota, Chad Plenske, John Moore, Jeff Scanzoni, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Police Chief Jeff Doerr, City Attorney Phil Lading and Public Works Director Mike Kuethe.


ELECTRONIC ATTENDANCE: Alderman David Dias.


NOT ATTENDING: Mayor Craig Neuhaus.

Please be sure to return all completed Economic Interest Statements to me by April 20, 2022. These must be sent to the Macoupin County Clerk by May 1, 2022.

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Plenske to pay Invoice #326119 to Leads Online for annual Total Track Investigation System Service Package in the amount of $1,416.00. The service dates are May 1, 2022 through April 30, 2023. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Johnson to approve Quote # 494200 from CDS Office Technologies for five laptop computers with antennas to be installed in police cars in the amount of $15,050.00. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: Hanks. Absent: None. Motion carried 7 Ayes; 1 Naye.


PARK & CIVIC IMPROVEMENT –

Nothing to report.


FINANCE–

Motion by Moore, seconded by Machota to pay $12,000.00 to Hart, Southworth & Witsman for Professional Services Rendered (bond counsel representation) for the Gensing Creek Box Culvert Replacement Project. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias. Nayes: Hanks, Plenske, Johnson. Absent: None. Motion carried 5 Ayes; 3 Nayes.


Motion by Moore, seconded by Johnson to accept low bid from Laughlin Electric for back-up generators at various locations throughout the City of Staunton, with the bid amount being $50,070.00. The only other bid received was from MAC Electric Company, with their bid amount being $59,687.00. This will be paid from American Rescue Plan Act Relief Dollars. At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: Hanks. Absent: None. Motion carried 7 Ayes; 1 Naye.


WATER-

Motion by Moore, seconded by Johnson to approve Quote #S1183724 from Schulte Supply, Inc. for stock radio read meters with antenna assemblies at a cost of $2,958.00. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Hanks, Machota, Plenske. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Johnson to proceed with Timberview Loop Water Main Project. Materials have already been approved and purchased. At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Hanks, Machota, Plenske, Moore. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Manning to proceed with Streeb Lane Watermain Extension Project. Materials have already been approved and purchased. At Roll Call Vote – Ayes: Manning, Dias, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Manning to proceed with Lakewood Drive Watermain Replacement Project at a cost not to exceed $12,000.00 for materials. Design Engineering has already been approved. At Roll Call Vote – Ayes: Dias, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning. Nayes: None. Absent: None. Motion carried.

Motion by Manning, seconded by Johnson to approve Ordinance #2157 An Ordinance Adopting The City’s Updated Zoning Map And Authorizing Its Publication. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Moore to approve Resolution #2022-02 Approving A Balloon Glow Agreement And Hot Air Balloon Glow Tether Agreement With Winddancer Balloon Promotions, LLC. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: None. Motion carried.
