MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MAY 11, 2026

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 11, 2026.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen Ben Frank, Kristy Berg, Ryan Machota, Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Attorney Phil Lading, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

V.        GUESTS

                                   

            Josephine Bischan addressed her concerns with the drainage along the railroad tracks in the vicinity of Henry, Mill and Madison Streets.  Mayor Neuhaus and Public Works Director Kuethe assured her that they would look into her concerns and get back to her.

 

VI.      CORRESPONDENCE

 

Received an email from Julie Jarman, Staunton Public Library Director, requesting to use the Fireman’s Park on Thursday, June 11th, from 1:00 to 4:00 P.M. for a Party in the Park for their summer reading program group.  They are asking to have the park rental fee to be waived.

 

I received the schedule from the VFW Post #1241 for the upcoming Memorial Day holiday, and they will be having their ceremony on Monday, May 25th at 11:00 A.M. on Main Street in front of the City Hall Complex.  There will not be a parade this year.  Their complete schedule for the day is attached with the agenda packet. 

 

VII.     TREASURER’S REPORT

 

Certificate of Deposit recently cashed in at Constitution Bank:

DUI Fund--$50,000.00 plus $1,493.11 interest

Due to the Memorial Day holiday, the next regularly scheduled City Council Meeting will be held on Tuesday, May 26th at 7:00 P.M.

PUBLIC HEALTH & SAFETY  -

 

            Nothing to report.

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by Tipler to grant request from the Staunton Public Library to use the Fireman’s Park on Thursday, June 11th from 1:00 to 4:00 P.M. for a Party in the Park for their summer reading program group, with the park rental fee being waive.           At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Frank.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by Machota to use the money from the 2024 Energy Transition Grant for improvements at Wally’s Park in the amount of $70,409.00.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Frank, Berg.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

WATER-

 

Motion by Machota, seconded by Tipler to pay Invoice #S1243779.002 to Schulte Supply for annual maintenance on the Neptune 360 Meter Reading Software in the amount of $7,367.44.  At Roll Call Vote – Ayes:  McKee, Tipler, Frank, Berg, Machota.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried.

Motion by Frank, seconded by McKee to approve Ordinance #2343 An Ordinance Approving A Charity Roadblock by V.F.W. Post #1241 At The Intersection Of Main And Route 4 And Main And Union (May 15th & May 16th).  At Roll Call Vote – Ayes:  McKee, Tipler, Frank, Berg, Machota.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by Tipler to approve Ordinance #2344 An Ordinance Approving Minor Subdivision Of 410 Williams, Staunton, Illinois.  At Roll Call Vote – Ayes:  Tipler, Frank, Berg, Machota, McKee.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

1st reading of Ordinance #2345 An Ordinance Amendng Ordinance No. 2195, Establishing The Staunton Business District; Approving A Business District Plan; Authorizing The Imposition And Collection Of A Sales Tax Within Such Business District; And Approving Certain Actions In Connection With The Establishments Of Such Business District. 

 

Motion by Frank, seconded by Tipler to approve Resolution #2026-11 Re-Appointing Matt DalPozzo As Code Enforcement Officer/Zoning Administrator For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by McKee to approve Resolution #2026-12 Re-Appointing Philip J. Lading As City Attorney For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Frank.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by Tipler to approve Resolution #2026-13 Re-Appointing Dennis Stiegemeier As City Collector For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

Motion by Frank, seconded by Tipler to approve Resolution #2026-14 Re-Appointing Jeff Doerr As Chief Of Police For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Frank.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by Machota to approve Resolution #2026-15 Re-Appointing Mike Kuethe As Director Of Public Works For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Frank, Berg.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by Tipler to approve Resolution #2026-16 Re-Appointing Jack Daugherty To The Position Of Zoning Hearing Officer For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by McKee to approve Resolution #2026-17 Re-Appointing Randy Williams Trustee Of The Staunton Police Pension Board.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Frank.  Nayes:  None.  Absent:  Manning, Bagaglio.  Motion carried.

XI.     NEW BUSINESS-

 

           Mayor Neuhaus reminded everyone that the next City Council meeting will be on

           Tuesday, May26th, due to the Memorial Day holiday.
