City Council Meeting Minutes--May 12, 2025

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD AT THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL  ST., STAUNTON, ILLINOIS ON MONDAY,  MAY 12, 2025

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 12, 2023.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

            ATTENDING: Councilmembers David Manning, David Dias, Kristy Berg, Ryan Machota, Terry Tipler, Matthew McKee, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Police Chief Jeff Doerr, Public Works Director Mike Kuethe and Attorney Michael Gaeschel (in attendance for City Attorney Phil Lading).

An email was received from Full Time Police Dispatcher Sean Shive on April 25, 2025, informing Police Chief Jeff Doerr of his immediate resignation.

 

I received the Heritage Community Band Concert Schedule for the upcoming season in Staunton.  The Band will perform at City Hall on Memorial Day (May 26th) and then will have concerts on July 3rd, July 10th, July 17th and July 24th at the City Band Shell just off of Pearl Street.  The evening concerts in July will begin at 7:30.

 

Received a request from the Concordia Hall to close South Union Street from East 4th Street to 6th Street on Saturday, May 17th, 2025 from 8:00 AM to 8:00 PM for the McKay Auto Parts Annual Car Show.

IX.      CITY CLERK’S REPORT

 

Just a reminder to all of the newly re-elected City Officials that the mandatory on line

training for the Open Meetings Act should be completed as soon as possible.  Please turn in your Certificates of Completion to me within the next 60 days.

 

The next regularly scheduled City Council Meeting will be held on Tuesday, May 27th at 7:00 P.M. due to the Memorial Day holiday being on Monday the 26th.

            PUBLIC HEALTH & SAFETY  - 

 

Motion by Manning, seconded by Dias to close South Union Street from East 4th Street to 6th Street on Saturday, May 17th, 2025 from 8:00 AM to 8:00 PM for the McKay Auto Parts Annual Car Show.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

PARK & CIVIC IMPROVEMENT –

 

Motion by Tipler, seconded by Dias to pay 2025 Investor Invoice for the Macoupin County CEO Program in the amount of  $1,000.00.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.

UTILITIES / WATER-

 

Motion by Berg, seconded by Manning to pay Invoice #S1228538.001 to Schulte Supply for annual maintenance on the Neptune 360 Meter Reading Software in the amount of $7,135.48.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Manning, seconded by Dias to approve Resolution #2025-12 Re-Appointing Philip J. Lading As City Attorney For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2025-13 Re-Appointing Dennis Stiegemeier As City Collector For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2025-14 Re-Appointing Mike Kuethe As Director Of Public Works For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2025-15 A Resolution Authorizing The Execution Of A Redevelopment Agreement With Poonam Jain.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.
