MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MAY 24, 2021


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 24, 2021


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

Prior to roll call being taken, City Clerk Stiegemeier announced that tonight’s City Council Meeting was being conducted remotely and was being recorded due to the COVID-19 Pandemic.

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, Rick Johnson, Ryan Machota, John Moore, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.


ELECTRONIC ATTENDANCE: Aldermen Brooke Wallace, Randy Hanks, Chad Plenske and City Attorney Phil Lading.

V. GUESTS

John Fassero, representing the Heritage Community Band, addressed the Council regarding their upcoming concert season. The regular concert season was cancelled last year due to the COVID-19 pandemic, but the band will be resuming their schedule this year and will be playing a concert on each of the five Thursdays in July at the Band Shelter at the City Hall complex. They will also be playing for the Memorial Day Ceremony. Mr. Fassero stated that the band has done continuous performances since 1863, through wars, pandemics and recessions. Last year they even did an unannounced concert to show that they will play through everything. This will be the 158th year that the band has been playing. The Music Performance Trust will reimburse the City half of the cost for each concert. He also stated that he is very encouraged by the participation of young musicians from our local band program at the school. In closing, Mr. Fassero invited and encouraged everyone to come out and enjoy these family friendly concerts of live music.

VI. CORRESPONDENCE


Received an email from Net Community Church volunteering to do power washing, painting and other identified needs at the Junior Service Pavilion on Saturday, June 5th. They are requesting that the park not be rented that day. A copy of the email is attached to the agenda packet.

I received the Abstract of Votes from Macopin County Clerk Pete Duncan for the Consolidated Election that was held on April 6, 2021.

PUBLIC HEALTH & SAFETY -

PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Moore to allow volunteers from Net Community Church to do power washing, painting and other identified needs at the Junior Service Pavilion on Saturday, June 5th. No other rentals at the Junior Service Pavilion will be allowed that day. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Wallace. Nayes: None. Absent: None. Motion carried.


FINANCE–

Nothing to report.


WATER-

Motion by Moore, seconded by Johnson to purchase 2020 GMC Extended Cab Pick Up Truck from Steve Schmitt, Inc. at a cost of $28,478.60. This will be paid from line item #51.42.840.0. The question was brought up as to if we could by a truck locally, but Public Works Director Kuethe stated that trucks are very hard to find at this time, and everything that he could find in town was much higher than the budgeted amount. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning Wallace, Johnson. Nayes: Hanks. Absent: None. Motion carried 7 Ayes; 1 Naye.


Motion by Moore, seconded by Machota to pay Invoice #534400 to Utility Service Co. for annual maintenance on the elevated south water tower in the amount of $24,638.71. This will be paid from line item 38.45.515.0. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Wallace, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.




STREET / SEWER

Motion by Machota, seconded by Moore to approve purchase of dump truck at a cost not to exceed $50,000.00 (half to be paid from Street and half to be paid from Sewer, as budgeted). At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Manning, Wallace, Johnson, Machota. Nayes: Hanks. Absent: None. Motion carried 7 Ayes; 1 Naye.


PUBLIC GROUNDS-

Motion by Machota, seconded by Scanzoni to order a 1 yard dumpster from Robert Sanders Waste System, to be placed at the Ralph & Josephine Oltmann Community Center, at a cost of $35.00 per month. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning Wallace, Johnson, Hanks, Machota, Plenske. Nayes: None. Absent: None. Motion carried.

JUDICIARY—

Motion by Johnson, seconded by Machota to approve Ordinance #2117 Declaring Real Property Bearing Parcel Identification Number 01-002-949-00 As Surplus Real Property And Authorizing Its Sale. At Roll Call Vote – Ayes: Scanzoni, Manning, Wallace, Johnson, Hanks, Machota, Plenske, Moore. Nayes: None. Absent: None. Motion carried.


Motion by Johnson, seconded by Moore to approve Resolution #2021-21 Re-Appointing Connie Pritchett To The Staunton Library Board. At Roll Call Vote – Ayes: Manning, Wallace, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: None. Motion carried.


Motion by Johnson, seconded by Moore to approve Resolution #2021-22 Re-Appointing Bill Bechem To The Staunton Library Board. At Roll Call Vote – Ayes: Wallace, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning. Nayes: None. Absent: None. Motion carried.


Motion by Johnson, seconded by Scanzoni to approve Resolution #2021-23 Re-Appointing Scott Billings To The Staunton Library Board. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Wallace. Nayes: None. Absent: None. Motion carried.


X. UNFINISHED BUSINESS—

XI. NEW BUSINESS-

Recently there have been several volunteers going around town giving of their time to

work on different projects and do work at several of our local parks. To name just a

few, Alderman Scanzoni wanted to thank Lynn and Nancy Neuhaus, Charla Windau

and her Girl Scouts, Net Community Church, Nancy Taylor, the Boy Scouts and

Carrie Borgini from the Chamber of Commerce. All of their time and hard work is

greatly appreciated.
