MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON TUESDAY, MAY 26, 2026

 

I.          CALL TO ORDER:

 

            Mayor Pro-Tem Terry Tipler called the Staunton City Council Meeting to order at 7:00 P.M. on Tuesday, May 26, 2026.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Pro-Tem Terry Tipler led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, Ben Frank, Kristy Berg, Ryan Machota, Anthony Bagaglio, Matthew McKee, Terry Tipler, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok and Public Works Director Mike Kuethe.

Motion by Berg, seconded by Manning to approve Invoice #984809 from Sandberg Phoenix for Professional Services rendered regarding condemnation proceedings for property at 1111 S. College Street in the amount of $2,166.45.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Manning to approve Invoice #984811 from Sandberg Phoenix for Professional Services rendered regarding condemnation proceedings for property at 834 N. Easton Street in the amount of $1,048.27.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Manning to approve Invoice #132551 from Jamestown Advanced Products for replacement picnic table frames at City owned parks in the amount of $3,036.38.  At Roll Call Vote – Ayes:    Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

 

Motion by Frank, seconded by McKee to accept bid from Joe’s Electric, Inc. for electrical work to be done at the Route 66 Mother Road Park in the amount of $3,000.00.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Frank, seconded by Manning to reject all bids for the Force Main Sewer Project and redefine the scope of work, along with the timeline and advertise for bids.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Frank, seconded by Manning to approve Change Order #1 from Stutz Excavating, Inc. for additional work done on the Main Street Improvements Project in the amount of $21,201.00.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning. Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Frank, seconded by McKee to pay Partial Pay Estimate No. 3 to Stutz Excavating, Inc. for work completed on the Main Street Improvements Project in the amount of $564,776.93.  This will be paid from budget line item 56.45.860.2.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Frank, seconded by Manning to seek bids for Street Lighting Projects on Main Street and Pearl Street.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Frank, seconded by McKee to approve Quote from Hawkeye Systems, LLC for irrigation system at Route 66 Mother Road Park in the amount of $5,650.00.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

   

WATER-.

 

Motion by Bagaglio, seconded by McKee to accept bid from Fehr Graham Engineering & Environmental for a Lake Erosion Study in the amount of $8,700.00.  This will be paid from budget line item 51.42.866.0.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Bagaglio, seconded by Machota to pay Invoice #647593 from Utility Service Co., Inc. for annual maintenance on the elevated water tower in the amount of $28,334.52.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

STREET / SEWER

 

Motion by Machota, seconded by McKee to approve Quote from Sievers Equipment Co. for new 2025 Bush Hog/Rotary Mower in the amount of $15,865.00 (includes trade-in of old Bush Hog).  At Roll Call Vote – Ayes:  Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Frank, seconded by Manning to approve Ordinance #2345 An Ordinance Amendng Ordinance No. 2195, Establishing The Staunton Business District; Approving A Business District Plan; Authorizing The Imposition And Collection Of A Sales Tax Within Such Business District; And Approving Certain Actions In Connection With The Establishments Of Such Business District.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried.   

 

Motion by Frank, seconded by Bagaglio to waive 1st reading of Ordinance #2346 An Ordinance Establishing No Parking On North Union And Irene Streets.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Frank, seconded by Manning to approve Ordinance #2346 An Ordinance Establishing No Parking On North Union And Irene Streets.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

1st reading of Ordinance #2347 An Ordinance Approving A Pre-Annexation Agreement With Steven D. & Diana L. Heltsley Regarding Property Located At 20267 Tall Timber Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time

XI.      NEW BUSINESS-

 

            Mayor Pro-Tem Tipler stated that the Main Street Improvement Project is moving

            along very nicely and the project should be completed before the next City Council

            Meeting on June 8th.  He commended Stutz Excavating for doing an outstanding job

            on the project and thanked all of the local businesses affected by the construction, as

            well as local citizens, for their patience and understanding during the project.
