City Council Meeting Minutes--May 27, 2025

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD AT THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL  ST., STAUNTON, ILLINOIS ON TUESDAY,  MAY 27, 2025

 

I.          CALL TO ORDER:

 

            Mayor Pro-Tem Terry Tipler called the Staunton City Council Meeting to order at 7:00 P.M. on Tuesday, May 27, 2023.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Pro-Tem Terry Tipler led the Pledge of Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons

            ATTENDING: Councilmembers David Manning, David Dias, Kristy Berg, Ryan Machota, Terry Tipler, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, and  Public Works Director Mike Kuethe.

 

            ELECTRONIC ATTENDANCE:  City Attorney Phil Lading.

 

            NOT ATTENDING:  Mayor Craig Neuhaus, Alderman Matthew McKee and Police Chief Jeff Doerr. 

                            

IV.       APPOINTMENT AND OATH OF OFFICE

             

Motion by Manning, seconded by Dias to approve Resolution #2025-16 Appointing Anthony Bagaglio To The Position Of Ward 3 Alderman For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried.

 

City Clerk Stiegemeier Administered the Oath of Office to newly appointed Ward 3 Alderman Anthony Bagaglio.

VII .   CORRESPONDENCE

 

Received a letter of resignation from Full Time Police Dispatcher Dana Rigor,   submitted on May 22, 2025.  Dana is resigning from her full time position but is requesting to remain as a part time dispatcher.

 

Received a note from Concordia Hall requesting to close Union Street from East 4th Street to 6th Street on Sunday, June 1, 2025, from 9:00 A.M. to 9:00 P.M. for the Illinois Motorheads Kenny Hoffman Memorial Poker Run.

IX.      CITY CLERK’S REPORT

 

A reminder to all of the newly re-elected and appointed City Officials that the mandatory on line training for the Open Meetings Act should be completed as soon as possible.  Please turn in your Certificates of Completion to me by June 30th.

            PUBLIC HEALTH & SAFETY  - 

 

Motion by Manning, seconded by Dias to pay Invoice #457622 to Applied Concepts, Inc. for purchase of Lidar Handheld Radar Gun in the amount of $1,640.00.  This will be paid from budget line item 01.21.831.2.  At Roll Call Vote – Ayes:  Machota, Bagaglio, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve request from Concordia Hall to close Union Street from East 4th Street to 6th Street on Sunday, June 1, 2025, from 9:00 A.M. to 9:00 P.M. for the Illinois Motorheads Kenny Hoffman Memorial Poker Run.  At Roll Call Vote – Ayes:  Bagaglio, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

PARK & CIVIC IMPROVEMENT –

 

Motion by Machota, seconded by Dias to accept Quote #123807 from Jamestown Advanced Products for picnic table frames to be used at City owned parks in the amount of $3,155.18At Roll Call Vote – Ayes:   Tipler, Manning, Dias, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  McKee.  Motion carried.   

 

            FINANCE–

 

Motion by Dias, seconded by Manning to seek bids for demolition and abatement on the City owned property located at 212 East Main Street.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Bagaglio, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Dias, seconded by Manning to pay Invoice #67979 to Illini Tech Services for two new computers installed at the City Clerk’s Office in the amount of $2,100.00.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Bagaglio, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

UTILITIES / WATER-

 

Motion bu Berg, seconded by Dias to pay Invoice #625122 from Utility Service Co., Inc. for annual maintenance on the elevated water tower in the amount of $28,334.52.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Bagaglio, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

            STREET –

 

Motion by Machota, seconded by Dias to approve Quote from Sievers Equipment Company for 2023 Farmall Tractor in the amount of $56,750.00.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Bagaglio, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried. 

Motion by Machota, seconded by Dias to approve Proposal No. OP-621129 from Vandevanter Engineering for pump replacement on the Timberview Lift Station in the amount of $14,595.00.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, Tipler, Manning, Dias.  Nayes:  None.  Absent:  McKee.  Motion carried.

Motion by Dias, seconded by Machota to hire Richard Pieper Jr. as Part Time Park & Recreation employee.  At Roll Call Vote – Ayes:  Machota, Bagaglio, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Dias, seconded by Manning to hire Bailey Moore as Full Time Police Dispatcher.  Bailey is already working as a part time dispatcher.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Bagaglio, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2290 Approving A Pre-Annexation Agreement With Daniel T. & Michelle R. Rantanen Regarding Property Located At 57 Calstrada Drive, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:   Dias, Berg, Machota, Bagaglio, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried.   

 

Motion by Manning, seconded by Dias to approve Ordinance #2291 Approving A Pre-Annexation Agreement With Mark Bono Regarding Property Located At 2254 Parksville Lane, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, Tipler, Manning, Dias.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2293 An Ordinance Amending Chapter 6, Article VI Of The City Code Establishing Minimum Size Requirements For New Houses Within The City Of Staunton.  At Roll Call Vote – Ayes:  Machota, Bagaglio, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2294 An Ordinance Amending Chapter 25, Article I Of The City Code Regarding Abating Nuisances Within The City Of Staunton.  At Roll Call Vote – Ayes:  Bagaglio, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2294 An Ordinance Amending Chapter 25, Article I Of The City Code Regarding Abating Nuisances Within The City Of Staunton.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

1st reading of Ordinance #2295 Approving A Charity Roadblock By The Lion’s Club To Conduct Their Annual Candy Day Sale Drive At The Intersection Of Main And Route 4 And Main And Union (October 11, 2025)

Motion by Manning, seconded by Dias to approve Resolution #2025-17 A Resolution To Pay Bills For The Gensing Creek Box Culvert Project ($142,477.79).  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Bagaglio, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried.
