MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MAY 9, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 9, 2022


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

V. GUESTS

Mayor Neuhaus presented Caleb Partridge a Certificate of Congratulations on his recently completed Eagle Scout Project. Caleb’s project was to rework the Staunton sign at the south end of town on Hackman Street. Caleb landscaped, cleaned, installed 3 flag poles, designed a Staunton Flag and relit the sign and flags. On behalf of the entire City Council, everyone congratulated Caleb on achieving his Eagle Scout Rank and thanked him for his hard work on the project, which looks great!


VI. CORRESPONDENCE


Received a letter of resignation from full time police officer Daymond Lynn, dated April 25, 2022. His last day of employment with the Staunton Police Department will be May 5, 2022.


Received a request from Staunton Jr. High School to use the Fireman’s Park on Monday, May 16, 2022. They are asking to have the park rental fee waived.


Received an email from Ben Clark, representing the Staunton Fire Department, requesting to close Park Lane, Luker Street and Bell Street on Sunday June 26, 2022 from 3:00 to 5:00 P.M. to alleviate congestion at the end of the Homecoming Parade.

VIII. CITY CLERK’S REPORT

Governor Pritzker has signed a new Gubernatorial Disaster Proclamation extending the statewide declaration through May 28, 2022, which means that public meetings may continue to be held remotely.

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Scanzoni to grant request from the Staunton Fire Department to close Park Lane, Luker Street and Bell Street on Sunday, June 26, 2022 from 3:00 to 5:00 P.M. at the end of the Homecoming Parade. At Roll Call Vote – Ayes: Johnson, Machota, Plenske, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks. Motion carried.


Motion by Manning, seconded by Moore to approve Estimate #10422 from Advanced Communications siren work at the police department in the amount of $3,000.00. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks. Motion carried.


PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Moore to grant request from Staunton Jr. High School to use the Fireman’s Park on Monday, May 16, 2022 with the park rental fee being waived. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks. Motion carried.


Motion by Scanzoni, seconded by Moore to purchase landscape mulch for City owned parks at a cost not to exceed $3,000.00, as budgeted. This will be paid from line item 17.51.822.0. At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks. Motion carried.


FINANCE–

WATER-

Motion by Moore, seconded by Machota to seek bids for the balance of materials on the Franklin Street water main project. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota, Plenske. Nayes: None. Absent: Hanks. Motion carried.


STREET / SEWER

Motion by Machota, seconded by Manning to proceed with engineering on the North Street box culvert project. At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Machota, Plenske, Moore. Nayes: None. Absent: Hanks. Motion carried.


Motion by Machota, seconded by Scanzoni to proceed with engineering on the Route 4 (S. Hackman Street) sewer main project. At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: Hanks. Motion carried.


Motion by Machota, seconded by Johnson to proceed with the St. Michael’s sidewalk replacement project. At Roll Call Vote – Ayes: Dias, Johnson, Machota, Plenske, Moore, Scanzoni, Manning. Nayes: None. Absent: Hanks. Motion carried.


PUBLIC GROUNDS-

Motion by Machota, seconded by Johnson to approve purchasing Mercury Ultra High-Speed Burnisher for City owned buildings in the amount of $1,162.95. At Roll Call Vote – Ayes: Johnson, Machota, Plenske, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks. Motion carried.


TOURISM –

Motion by Scanzoni, seconded by Moore to spend up to $10,000.00 for 2022 Ribfest Expenses, as budgeted. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks. Motion carried.

JUDICIARY—

Motion by Manning, seconded by Dias to approve Ordinance #2161 Denying A Zoning Variance For Real Property Located At 407 South Hibbard Street, Staunton, Illinois. At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: Hanks. Motion carried.


Motion by Manning, seconded by Dias to approve Resolution #2022-09 Authorizing The Execution Of A Redevelopment Agreement With Mississippi Culture, Inc. At Roll Call Vote – Ayes: Dias, Johnson, Machota, Plenske, Moore, Scanzoni, Manning. Nayes: None. Absent: Hanks. Motion carried.


Prior to the next motion being made, Alderman Manning made a motion, seconded by Alderman Dias to amend Item #3 in Section 1 to state “This policy applies to all elected officials and City employees”. At Roll Call Vote – Ayes: Johnson, Machota, Plenske, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks. Motion carried.


Motion by Manning, seconded by Dias to approve Resolution #2022-10 Adopting Conflicts Of Interest Policy For The City Of Staunton, as amended. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks. Motion carried.

Motion by Johnson, seconded by Scanzoni to go into Executive Session to discuss Contract Negotiations – Pursuant to 5 ILCS Section 120/2 (c) (2) at 7:12 P.M. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks. Motion carried.
