MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, NOVEMBER 10, 2025

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, November 10, 2025.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

PUBLIC HEALTH & SAFETY  -

 

Motion by Manning, seconded by Tipler to pay Invoice #INUS387409 to Axon Enterprise, Inc. for payment on Axon Body Cameras in the amount of $1,790.47.  This will be paid from budget line item 01.21.471.1.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

Motion by Manning, seconded by Tipler to pay Invoice #INUS386855 from Axon Enterprise, Inc for Axon Community Request Pro Licenses for police officers in the amount of $1,069.39.  This will also be paid from budget line item 01.21.471.1.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by Manning to pay Invoice #948482 from Sandberg Phoenix for Professional Services Rendered regarding condemnation /demolition proceedings related to the property at 18476 Windy Hill Road in the amount of $1,304.86.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Machota.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

Motion by Berg, seconded by Manning to pay Invoice #948483 from Sandberg Phoenix for Professional Services Rendered regarding condemnation proceedings related to the property at 339 East Main Street in the amount of $1,572.40.  At Roll Call Vote – Ayes:   McKee, Tipler, Manning, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by McKee to approve Renewal Quote with Illinois Counties Risk Management Trust for the City’s Municipal Insurance for the year December 1, 2025 through December 1, 2026, in the amount of $156,813.00.  The Staunton Public Library will be reimbursing the City $1,036.00 for their portion of the premium.  At Roll Call Vote – Ayes:  Tipler, Manning, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

Motion by Tipler, seconded by McKee to approve 2026 Worker’s Compensation Renewal with Illinois Public Risk Fund at a cost of $60,641.00 (Policy Period is from Jan. 1, 2026, to Jan. 1, 2027).  At Roll Call Vote – Ayes:   Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

Motion by Tipler, seconded by Manning to accept bid from Advanced Environmental Services, Inc. for Asbestos Abatement at 110 East Main Street in the amount of $5,160.00.  At Roll Call Vote – Ayes:  Manning, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

Motion by Tipler, seconded by McKee to pay Invoice #224066 from C. J. Schlosser & Company, LLC for payment in preparation of the City’s audit for the fiscal year ending April 30, 2025, in the amount of $9,770.00.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  Frank.  Motion carried.

Motion by Tipler, seconded by McKee to reimburse Cavataio’s Restaurant 75% of the completed expenses as outlined in the TIF Redevelopment Agreement, for a total cost of $18,345.00  (75% of $24,460.00).  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Berg.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

            JUDICIARY—

 

Motion by Tipler, seconded by Bagaglio to approve Ordinance #2313 An Ordinance Granting A Zoning Amendment For Real Property Bearing Parcel ID #01-000-877-01, Staunton, Illinois.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Berg, Machota.  Nayes:  None.  Absent:  Frank.  Motion carried. 

 

1st reading of Ordinance #2315 An Ordinance Authorizing The Levy And Collection Of Taxes For The Corporate And Municipal Purposes Of The City Of Staunton, Macoupin County, Illinois, For The Fiscal Year Beginning May 1, 2025 And Ending April 30, 2026

 

Motion by Tipler, seconded by Bagaglio to waive 1st reading of Ordinance #2316 An Ordinance Prohibiting The Use Of Groundwater As A Potable Water Supply By The Installation Or Use Of Potable Water Supply Wells Or By Any Other Method.  At Roll Call Vote – Ayes:  Manning, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  Frank.  Motion carried.
