MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, NOVEMBER 24, 2025
I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, November 24, 2025.
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.
III. ROLL CALL:
City Clerk Stiegemeier called roll with the following persons:

Received a letter of resignation from part time police dispatcher Dana Rigor, effective November 14, 2025.
Received an email from the Staunton Chamber of Commerce requesting to close Main Street from Edwardsville Street to Union Street on Friday evening, December 5th from 3:00 to 9:00 and Saturday, December 6th from 6:00 A.M. to 2:00 P.M. for the Christmas Tree Lighting and Snack with Santa. They are also asking to keep Main Street closed from Wood Street to Elm Street at 9:00 P.M. on December 5th, and remain closed all night long.
VII. TREASURER’S REPORT
Nothing to report.
VIII. CITY CLERK’S REPORT
The City Clerk’s Office will be closed on Thursday, November 27th and Friday, November 28th for the Thanksgiving holiday. All public works employees, except for one water treatment plant employee, will be off those days as well.

PUBLIC HEALTH & SAFETY -
Motion by Frank, seconded by Manning to grant request from the Staunton Chamber of Commerce to close Main Street from Edwardsville Street to Union Street on Friday, December 5th from 3:00 P.M. to 9:00 P.M. and on Saturday, December 6th from 6:00 A.M. to 2:00 P.M., and also closing Main Street from Wood Street to Elm Street from 9:00 P.M. on Friday, December 5th and remain closed all night long. This is for the annual Christmas Tree Lighting and Snack With Santa. At Roll Call Vote – Ayes: Berg, Machota, Bagaglio, Tipler, Manning, Frank. Nayes: None. Absent: McKee. Motion carried.
PARK & CIVIC IMPROVEMENT –
Motion by Berg, seconded by Frank to pay Invoice #45770 to Environmental Operations, Inc. for Pre-Demolition Asbestos Inspection and Sample Analysis on the property at 420 East 9th Street in the amount of $1,433.20. At Roll Call Vote – Ayes: Machota, Bagaglio, Tipler, Manning, Frank, Berg. Nayes: None. Absent: McKee. Motion carried.
FINANCE–
Motion by Tipler, seconded by Bagaglio to pay Invoice #948486 to Sandberg Phoenix for Professional Services Rendered regarding Special Projects in the amount of $1,381.81. At Roll Call Vote – Ayes: Bagaglio, Tipler, Manning, Frank, Berg, Machota. Nayes: None. Absent: McKee. Motion carried.
Motion by Tipler, seconded by Bagaglio to pay Invoice #10238 to PSC Engineering & Land Surveying for Main Street Pavement Coring in the amount of $1,659.50. At Roll Call Vote – Ayes: Tipler, Manning, Frank, Berg, Machota, Bagaglio. Nayes: None. Absent: McKee. Motion carried.
Motion by Tipler, seconded by Bagaglio to accept and approve bid from Stutz Excavating, Inc. for the Main Street Improvement Project in the amount of $1,539,956.60. At Roll Call Vote – Ayes: Tipler, Manning, Frank, Berg, Machota, Bagaglio. Nayes: None. Absent: McKee. Motion carried.
Motion by Tipler, seconded by Manning to pay Partial Pay Estimate #2 to Kamadulski Excavating for work completed on the North Street Bridge Project in the amount of $96,165.00. At Roll Call Vote – Ayes: Frank, Berg, Machota, Bagaglio, Tipler, Manning. Nayes: None. Absent: McKee. Motion carried.
WATER-.
Motion by Bagaglio, seconded by Manning to pay Invoice #24348 to Polo Trucking, Inc. for fill sand on the Henry Street Watermain Project in the amount of $3,643.75. At Roll Call Vote – Ayes: Manning, Frank, Berg, Machota, Bagaglio, Tipler. Nayes: None. Absent: McKee. Motion carried.
No action was taken on the following two motions. This will be brought back to the City Council following further discussion.
Motion to approve bid from Potts, Smoot & Crawford Engineering for Design Engineering on the Bentrup Road Water Main Extension Project in the amount of $11,958.00. No action was taken.
Motion to approve bid for materials on the Bentrup Road Water Main Extension Project in the amount of $72,590.00. No action was taken.

At Roll Call Vote – Ayes: Frank, Berg, Machota, Bagaglio, Tipler, Manning. Nayes: None. Absent: McKee. Motion carried.
Motion by Frank, seconded by Machota to approve Ordinance #2317 An Ordinance Approving A Charity Roadblock By The Bunker Hill / Staunton High School Co-Op Fishing Team At The Intersection Of Main And Route 4. At Roll Call Vote – Ayes: Berg, Machota, Bagaglio, Tipler, Manning, Frank. Nayes: None. Absent: McKee. Motion carried.
Motion by Frank, seconded by Tipler to approve Resolution #2025-32 Appointing Kathy Fox To The Staunton Library Board. At Roll Call Vote – Ayes: Machota, Bagaglio, Tipler, Manning, Frank, Berg. Nayes: None. Absent: McKee. Motion carried.
