I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, November 8, 2021
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.
III. ROLL CALL:

Received a letter of resignation from full time police officer Thomas Williams. The letter is dated October 22, 2021 and his last day of employment will be November 5, 2021.
Received an email from the Staunton Chamber of Commerce requesting to close Main Street from Edwardsville Street to Union Street on Friday evening, December 3rd from 4:00 to 8:00 and Saturday, December 4th from 8:00 A.M. to 2:00 P.M. for the Christmas Tree Lighting and Snack with Santa. They are also asking to keep Main Street closed from Wood Street to Elm Street from 8:00 P.M. on December 3rd until 8:00 A.M. on December 4th.
Received a letter of resignation from part time Yard Waste Site Attendant Steve Griffith, dated November 3, 2021, effective immediately.
Received the Official Certificate from the Office of the Secretary of State of Illinois notifying the City of Staunton that from the 2020 Census taken, it appears that the City of Staunton has 5,054 inhabitants.

VIII. CITY CLERK’S REPORT
The City Clerk’s Office will be closed on Thursday, November 11, 2021 for the Veteran’s Day holiday. All public works employees, except for one water treatment plant employee, will be off that day as well.

PUBLIC HEALTH & SAFETY -
Motion by Manning, seconded by Johnson to grant request from the Staunton Chamber of Commerce to close Main Street from Edwardsville Street to Union Street on Friday, December 3rd from 4:00 P.M. to 8:00 P.M. and also on Saturday, December 4th from 8:00 A.M. to 2:00 P.M., and also closing Main Street from Wood Street to Elm Street from 8:00 P.M. on Friday, December 3rd until 8:00 A.M. on Saturday, December 4th for the Christmas Tree Lighting and Snack with Santa. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Plenske. Motion carried.
PARK & CIVIC IMPROVEMENT –
Motion by Scanzoni, seconded by Moore to approve bid from J-N-F Tree Service for tree removal from the Fireman’s Park in the amount of $4,900.00. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: Hanks. Absent: Plenske. Motion carried 6 Ayes; 1 Naye.
Motion by Scanzoni, seconded by Dias to approve spending up to $6,000.00 for flag poles and solar lighting to be installed at the Ralph & Josephine Community Center and the South Water Tower Park. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: Hanks. Absent: Plenske. Motion carried 6 Ayes; 1 Naye.
Motion by Scanzoni, seconded by Moore to approve spending up to $2,000.00 for support of the Yard of the Week Program sponsored by the City of Staunton. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: Hanks. Absent: Plenske. Motion carried 6 Ayes; 1 Naye.
Motion by Scanzoni, seconded by Moore to spend up to $5,000.00 for dumpster services for the property at 108 East Main Street. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes; Hanks. Absent: Plenske. Motion carried.
FINANCE–
Motion by Moore, seconded by Machota to approve Renewal Quote with Illinois Counties Risk Management Trust for the City’s Municipal Insurance for the year December 1, 2021 through December 1, 2022, in the amount of $98,134.00. The Staunton Public Library will be reimbursing the City $850.00 for their portion of the premium. At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Hanks, Machota, Moore. Nayes: None. Absent: Plenske. Motion carried.
WATER-
Motion by Moore, seconded by Machota to approve Bid #5008782 from Midwest Municipal Supply for 4” SDR-21 Pipe for water main upgrade on Lakewood Drive, off of Renken Road, and Streeb Lane water main extension in the amount of $5,502.00. At Roll Call Vote – Ayes: Dias, Johnson, Hanks, Machota, Moore, Scanzoni, Manning. Nayes: None. Absent: Plenske. Motion carried.
STREET / SEWER
Motion by Machota, seconded by Moore to purchase Western 9’ Pro Plus Plow for new truck from Woody’s Municipal Supply Co. in the amount of $7,995.00. This will be paid from line item 01.41.831.0. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Scanzoni, Manning, Dias. Nayes: Hanks. Absent: Plenske. Motion carried.

No action was taken regarding the hiring of Sharon Leichsenring as part time Administrative Assistant in the City Clerk’s Office.

$250.00 to Department Heads and Full Time Bookkeeper Lori Grandone
$150.00 to Full Time Employees
$100.00 to Part Time Active Employees with more than 250 hours per year.
