MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 10, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 10, 2022


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

V. GUESTS

Ross Beckman addressed the Council with a drainage concern that he has with a rental property at 520 West Lafayette Street. Mr. Beckman stated that there is a deep ditch on the Franklin Street side of the property that is full of trash and debris and is so deep that the ditch can’t be mowed. He is asking for a culvert to be installed in the ditch and then covered. Public Works Director Kuethe stated that he is aware of the situation and his intention is to install a culvert and cover the ditch. This will be done as the water main project in the area nears completion and more water services get switched over to the new main.

VII. TREASURER’S REPORT

Certificates of Deposit recently matured and cashed in at Bank of Hillsboro:

VIII. CITY CLERK’S REPORT

As of October 15th, the burning of yard waste is allowed every day. This stays in effect until December 15th, and is allowable for yard waste only. The yard waste site still remains open on Wednesdays and Saturdays from 8:00 A.M. to noon for the disposal of yard waste as well. Stickers for the yard waste site are $15.00 and are available at the City Clerk’s Office. The stickers are good until the end of the calendar year.


IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Johnson to approve payment to the Police Pension Fund for the annual contribution in the amount of $229,257.00. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.


PARK & CIVIC IMPROVEMENT –

Nothing to report.


FINANCE–

Motion by Moore, seconded by Dias to pay Invoice #23047 to Bruckert, Behme & Long, P.C. for Professional Services rendered regarding Interstate TIF discussions in the amount of $1,122.00. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Moore, seconded by Manning to transfer $47,000.00 from Telecommunications to Street Fund for the purchase of new mini-excavator, as budgeted (line item 55.62.999.2). At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Moore, seconded by Dias to approve 2021-2022 Annual Financial Audit for the City of Staunton completed by C.J. Schlosser & Company, LLC. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks, Plenske. Motion carried.


WATER-

Motion by Moore, seconded by Johnson to approve Renewal Quote with Hach Co. for annual maintenance at the water treatment plant in the amount of $13,325.00. Starting date is January 1, 2023 and end date is December 31, 2023. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Moore, seconded by Tipler to approve purchasing up to $10,000.00 in additional materials for the Franklin/Hibbard water main project and $15,000.00 for sidewalks on the same project. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Johnson, Machota, Moore. Nayes: None. Absent: Hanks, Plenske. Motion carried.


STREET / SEWER

Motion by Machota, seconded by Moore to purchase New CAT 304-07 CR Mini Excavator from Altorfer at a purchase price of $52,070.00, which includes the trade-in of the old excavator ($22,000 trade-in price). At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Moore, Tipler. Nayes: None. Absent: Hanks, Plenske. Motion carried.

Staunton Meals on Wheels are in need of volunteers to deliver meals to Staunton’s
