MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 12, 2020

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 12, 2020

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

Prior to roll call being taken, City Clerk Stiegemeier announced that tonight’s City Council Meeting was being conducted remotely and was being recorded due to the COVID-19 Pandemic.

City Clerk Stiegemeier called roll with the following persons:

ATTENDING: Aldermen Brooke Wallace, Rick Johnson, Randy Hanks, Ryan Machota, Chad Plenske, John Moore and Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading and Public Works Director Mike Kuethe.

ELECTRONIC ATTENDANCE: Alderman Maria Bodner.

NOT ATTENDING: Police Chief Jeff Doerr.

V. GUESTS

Ronald Turnbough addressed the City Council regarding his concerns with the Ordinance (#2092), which was amending the zoning of property at 310 E. North Street. Mr Turnbough lives next to the property, which is up for approval tonight, for Bank of Hillsboro. He understands that the business is good for the community, but he is concerned that increased traffic from the proposed parking lot will create safety concerns for children in the area. He is also concerned about drainage issues affecting his property.

VIII. CITY CLERK’S REPORT

Normal burn days in the City of Staunton are Friday and Saturday, however, starting

October 15th and going through December 15th, yard waste can be burnt everday. This applies to yard waste only, no household trash.

PUBLIC HEALTH & SAFETY -

Motion by Johnson, seconded by Plenske to approve ordering a new police car, as budgeted. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Bodner, Wallace. Nayes: None. Absent: None. Motion carried.

Motion by Johnson, seconded by Moore to approve pursuing bids for the remodeling of the police department. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson. Nayes: None. Absent: None. Motion carried.

PARK & CIVIC IMPROVEMENT –

Nothing to report.

FINANCE–

Motion by Moore, seconded by Wallace to approve 2019-2020 Annual Financial Audit for the City of Staunton completed by Kerber, Eck & Braeckel, LLP. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.

WATER-

Motion by Hanks, seconded by Johnson to pay Invoice #20-1108 to Green-Trac for breaking of rock on the VFW Road water main upgrade project in the amount of $1,960.00. This will complete work to be done by Green-Trac on this project. At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota. Nayes: None. Absent: None. Motion carried.

PERSONNEL –

Motion by Johnson, seconded by Hanks to approve reduction in force of park and recreation part time employees, from four to three. At Roll Call Vote – Ayes: Moore, Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota, Plenske. Nayes: None. Absent: None. Motion carried.

JUDICIARY—

Motion by Johnson, seconded by Wallace to approve Ordinance #2083 Approving An Annexation And Intergovernmental Cooperation Agreement Between The City Of Staunton, Illinois And The Illinois Department Of Natural Resources. At Roll Call Vote – Ayes: Scanzoni, Bodner, Wallace, Johnson, Hanks, Machota, Plenske, Moore. Nayes: None. Absent: None. Motion carried.

Motion by Johnson, seconded by Machota to approve Ordinance #2090 Granting A Zoning Variance For Real Property Located At 425 West 6th Street, Staunton, Illinois. At Roll Call Vote – Ayes: Bodner, Wallace, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: None. Motion carried.

Motion by Johnson, seconded by Wallace to approve Ordinance #2091 Granting A Zoning Variance For Real Property Located At 800 College Street, Staunton, Illinois. At Roll Call Vote – Ayes: Wallace, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Bodner. Nayes: None. Absent: None. Motion carried.

Motion by Johnson, seconded by Wallace to approve Ordinance #2092 Granting A Zoning Variance For Real Property Located At 310 East North Street, Staunton, Illinois. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Bodner, Wallace. Nayes: None. Absent: None. Motion carried. Following the vote, Ronald Turnbough lashed out at the Council using inappropriate explicitives and then stormed out the door.

Motion by Wallace, seconded by Johnson to approve Ordinance #2093 GRANTING A Zoning Variance For Real Property Located At 1390 South Hackman Street, Staunton, Illinois. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Bodner, Wallace, Johnson. Nayes: None. Absent: None. Motion carried.

Motion by Johnson, seconded by Hanks to approve Ordinance #2093, Granting As Amended, the Zoning Variance For Real Property Located At 1390 South Hackman Streets, Staunton, Illinois. At Roll Call Vote – Ayes: Bodner, Wallace, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: None. Motion carried.

1st reading of Ordinance #2094 Amending Chapter 27, Article VII, Section 1 Of The City Code Defining Controlled Substances And Drug Paraphernalia

Motion by Johnson, seconded by Moore to approve Resolution #2020-37 Agreeing To Apply For Financial Assistance With The United States Department of Agriculture, Rural Development To Finance Construction Of The Gensing Creek Box Culvert. At Roll Call Vote – Ayes: Wallace, Machota, Plenske, Moore, Scanzoni, Bodner. Nayes: Johnson, Hanks. Absent: None. Motion carried 6 Ayes; 2 Nayes.
