MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 14, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuahus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 14, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

The annual Treasurer’s Report for the City of Staunton has been completed for the fiscal year ending April 30, 2024, and a motion to accept the report will be during the Finance Committee Report.

 

Certificates of Deposit recently cashed in at Bank of Springfield:

Bond / Interest Fund -- $700,000.00 plus $21,122.56 interest

Civic Improvement Fund -- $100,000.00 plus $3,017.50 interest

General Fund -- $250,000.00 plus $7,543.77 interest

Infrastructure Fund -- $500,000.00 plus $15,087.54 interest

MFT Fund -- $500,000.00 plus $15,087.54 interest

Sewer Fund -- $200,000.00 plus $6,035.02 interest

VIII.   CITY CLERK’S REPORT

 

A reminder to local residents that yard waste burn days will change on October 15th.  From October 15th through December 15th, you are allowed to burn every day, however, this is strictly for yard waste only, no household trash.  For the other ten months of the year, yard waste burn days are on Friday, Saturday and Monday.

FINANCE–

 

Motion by Tipler, seconded by Dias to approve 2023-2024 Annual Financial Audit for the City of Staunton completed by C.J. Schlosser & Company, LLC.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Dias to accept the City of Staunton’s Annual Treasurer’s Report for the fiscal year ending April 30, 2024.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.

 

Motion by Tipler, seconded by McKee to pay Invoice #222186 from C.J. Schlosser & Co., LLC for payment in preparation of the City’s audit for the fiscal year ending April 30, 2024 in the amount of $9,575.00.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Dias to accept bid from Kamadulski Excavating and Grading for the North Street Bridge Replacement Project in the amount of $558,402.00.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by McKee authorizing Mayor Neuhaus to sign Notice of Award to Kamadulski Excavating and Grading for the North Street Bridge Replacement Project.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

WATER-

 

Motion by Berg, seconded by Dias to accept bid from Haier Plumbing and and  Heating for Proposed Water System Improvements (Ward 3 water main replacement) in the amount of  $585,980.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Dias authorizing Mayor Neuhaus to sign Notice of Award to Haier Plumbing and Heating for Proposed Water System Improvements (Ward 3 water main replacement).  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Tipler to pay Invoice #24-1015 to Kamadulski Excavating for line stop valve repairs at the South Water Tower in the amount of $7,500.00.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

STREET / SEWER

 

Motion by Machota, seconded by Tipler to pay Invoice #125606 to Fehr Graham Engineering & Envinronmental for Design, Bidding and Construction Services rendered on the North Street Lift Station & Force Main Project in the amount of $5,500.00.  This will be paid from Budget Line Item 52.43.898.0.  At Roll Call Vote – Ayes:   Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PUBLIC GROUNDS-

            TOURISM –

 

Motion by Tipler, seconded by Manning to contribute $2,000.00 to the Great Rivers & Routes Tourism Bureau for advertisement of City of Staunton sponsored tourism events.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried.

     

PERSONNEL –

 

Motion by Dias, seconded by Tipler to appoint Laurie May as Responsible Operator in Charge/Water Treatment Plant Foreman, effective immediately.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Dias, seconded by McKee  to hire James Moultrie as part time Yard Waste Attendant/Crossing Guard.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Tipler, seconded by McKee to approve quote from Wedgewood Construction Group for labor and materials for a window replacement at the Police Department in the amount of $5,500.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            JUDICIARY—

 

Motion by Manning, seconded by Dias to approve Ordinance #2257 Approving A Pre-Annexation Agreement With John A. & Brandi N. Miles Regarding Property Located At 2849 Shady Pine Rd., Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2258 Approving A Pre-Annexation Agreement With Kayleigh & Matthew Bessent Regarding Property Located At 9127 Lakewood Drive, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2259 Approving A Charity Roadblock By V.F.W. Post #1241 At The Intersection Of Main And Route 4 And Main And Union (November 8th & 9th, 2024).  At Roll Call Vote – Ayes:   Tipler, Manning, Dias, Berg, Machota, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2259 Approving A Charity Roadblock By V.F.W. Post #1241 At The Intersection Of Main And Route 4 And Main And Union (November 8th & 9th, 2024).  At Roll Call Vote – Ayes:  Dias, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by Dias to waive 1st reading of Ordinance #2260 Amending Chapter 24, Article VII Of The City Code To Add Restrictions On Inoperable Vehicles Within The City Of Staunton.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Dias.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Manning, seconded by McKee to approve Ordinance #2260 Amending Chapter 24, Article VII Of The City Code To Add Restrictions On Inoperable Vehicles Within The City Of Staunton.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

X.      UNFINISHED BUSINESS—

 

          Alderman Tipler reported that Derek Spudich from the Staunton Baseball/Softball

          League contacted him to say that the work on the batting cages at the ball fields should

          be completed by this weekend.
