MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 24, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 24, 2022.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

VII. TREASURER’S REPORT

The annual Treasurer’s Report for the City of Staunton has been completed for the fiscal year ending April 30, 2022, and a motion to accept the report will be during the Finance Committee Report.


VIII. CITY CLERK’S REPORT


The City Clerk’s Office will be closed on Friday, November 11th for the Veteran’s Day holiday. I will need all agenda items for the November 14, 2022 City Council Meeting by Thursday, November 10th.


IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to approve Quotes #50555 and #50556 for additional office furniture and office equipment for the police department at a total cost of $1,876.89. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Tipler, Manning, Dias. Nayes: Hanks. Absent: None. Motion carried 6 Ayes; 1 Naye.


PARK & CIVIC IMPROVEMENT –

Motion by Tipler, seconded by Manning to pay Invoice #110868 to Fehr Graham for services rendered regarding the 2022 OSLAD Grant Application in the amount of $5,000.00. This will be paid from line item 17.51.891.0. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


FINANCE–

Motion by Moore, seconded by Ryan to pay Invoice #733514 from Sandberg Phoenix for Professional Services Rendered for Special Projects in the amount of $1,851.24. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Tipler, Manning, Dias. Nayes: Hanks. Absent: None. Motion carried 6 Ayes; 1 Naye.


Motion by Moore, seconded by Tipler to accept the City of Staunton’s Annual Treasurer’s Report for the fiscal year ending April 30, 2022. At Roll Call Vote – Ayes: Plenske, Moore, Tipler, Manning, Dias, Hanks, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Machota to pay Invoice #57015 from Illini Tech for Solid State Drives with USB Cables and on-site labor to perform backup restoration and documentation in the amount of $2,840.50. This was approved at the September 12, 2022 City Council Meeting for $2,520.00 but additional hardware was needed to complete the installation. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Hanks, Machota, Plenske. Nayes: None. Absent: None. Motion carried.


WATER-

Motion by Moore, seconded by Dias to approve seeking bids for materials for the Hibbard Street water main project. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Hanks, Machota, Plenske, Moore. Nayes: None. Absent: None. Motion carried.


STREET / SEWER

Hasse Regarding Property Located At 17320 VFW Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time (PIN #09-000-549-00). At Roll Call Vote – Ayes: Dias, Hanks, Machota, Plenske, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Dias to approve Ordinance #2179 Approving A Pre-Annexation Agreement With Linda S. Murray And Justin R. Murray Regarding Property Located At 19854 Lakeview Lane, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time (PIN #02-000-485-03).
