City Council Meeting Minutes--October 26, 2020

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 26, 2020

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 26, 2020

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

Prior to roll call being taken, City Clerk Stiegemeier announced that tonight’s City Council Meeting was being conducted remotely and was being recorded due to the COVID-19 Pandemic.

City Clerk Stiegemeier called roll with the following persons:

ATTENDING: Aldermen Maria Bodner, Rick Johnson, Ryan Machota, John Moore, Jeff, Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Police Chief Jeff Doerr and Public Works Director Mike Kuethe.

ELECTRONIC ATTENDANCE: Alderman Chad Plenske.

NOT ATTENDING: Aldermen Randy Hanks and Brooke Wallace.

V. GUESTS

David Manning, Thrivent Financial Advisor, was in attendance to discuss his sign variance that has been presented at a Zoning Hearing. Mr. Manning stated that he has been through the zoning variance process once before to get his business established, but at that time, he wasn’t sure of all of the sign details that were done by Icon Solutions from Chicago. The company has come and done a site survey and the sign is two foot by four foot and will be erected approximately 12” off of the ground. He plans to keep the sign set back by a tree in his yard to keep it away from the road. If all goes as planned, he hopes to have the sign in place before Christmas. The first reading of the Ordinance granting his variance is on the agenda this evening.

VI. CORRESPONDENCE

Received a letter from Illinois Public Risk Fund informing the City that their Board of Directors announced they had declared a 2020 Stimulus Grant in addition to their annual Safety Grant. The City’s portion of the Grant was $893.00 and the check was included with the letter.

VII. TREASURER’S REPORT

The annual Treasurer’s Report for the City of Staunton has been completed for the

fiscal year ending April 30, 2020, and a motion to accept will be during the Finance

Committee Report.

VIII. CITY CLERK’S REPORT

Nothing to report.

IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Nothing to report.

PARK & CIVIC IMPROVEMENT –

Nothing to report.

FINANCE–

Motion by Moore, seconded by Bodner to approve payment to the Police Pension Fund for the annual contribution in the amount of $202,785.00. At Roll Call Vote—Ayes: Johnson, Machota, Plenske, Moore, Scanzoni, Bodner. Nayes: None. Absent: Wallace, Hanks. Motion carried.

Motion by Moore, seconded by Johnson to approve Renewal Quote with Illinois Counties Risk Management Trust for the City’s Municipal Insurance for the year December 1, 2020 through December 1, 2021, in the amount of $77,668.00. ICRMT is giving the City a refund of $6,244.00 due to the COVID-19 pandemic, which is reflected in the total amount due. The Staunton Public Library will be reimbursing the City $850.00 for their portion of the premium. At Roll Call Vote—Ayes: Machota, Plenske, Moore, Scanzoni, Bodner, Johnson. Nayes: None. Absent: Wallace, Hanks. Motion carried.

Motion by Moore, seconded by Bodner to accept the City of Staunton’s Annual Treasurer’s Report for the fiscal year ending April 30, 2020. At Roll Call Vote—Ayes: Machota, Plenske, Moore, Scanzoni, Bodner, Johnson. Nayes: None. Absent: Wallace, Hanks. Motion carried.

Motion by Bodner, seconded by Johnson to approve Ordinance #2094 Amending Chapter 27, Article VII, Section 1 Of The City Code Defining Controlled Substances And Drug Paraphernalia. At Roll Call Vote—Ayes: Plenske, Moore, Scanzoni, Bodner, Johnson, Machota. Nayes: None. Absent: Wallace, Hanks. Motion carried.

1st reading of Ordinance #2095 Granting A Zoning Variance For Real Property Located At 225 South Hackman Street, Staunton, Illinois

1st reading of Ordinance #2096 Adopting Recommendations And Findings Of Fact Of The Zoning Hearing Officer And Granting A Special Use Permit For Property Loacted At 1005 West Pearl Street, Staunton, Illinois

Motion by Johnson, seconded by Bodner to appoint Jeff Scanzoni Temporary Chairman for the City of Staunton’s Regularly Scheduled November 9, 2020 City Council Meeting due to unavailability of the Mayor and Mayor Pro-Tem. At Roll Call Vote—Ayes: Moore, Scanzoni, Bodner, Johnson, Machota, Plenske. Nayes: None. Absent: Wallace, Hanks. Motion carried.

XII. EXECUTIVE SESSION—

Motion by Bodner, seconded by Machota to go in to Executive Session at 7:13 P.M. to discuss Potential Real Estate Acquisition – Pursuant to 5 ILCS 120/2 (c) (5). At Roll Call Vote – Ayes: Johnson, Machota, Plenske, Moore, Scanzoni, Bodner Nayes: None. Absent: Wallace, Hanks. Motion carried.

Motion by Bodner, seconded by Scanzoni to return to regular order of business at

7:34 P.M. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Bodner, Johnson. Nayes: None. Absent: Wallace, Hanks. . Motion carried.
