MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 27, 2025

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 27, 2025.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, Ben Frank, Kristy Berg, Ryan Machota,  Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

 

            ELECTRONIC ATTENDANCE:  City Attorney Phil Lading.

VII.     TREASURER’S REPORT

 

Certificates of Deposit recently cashed in at Bank of Springfield:

Bond/Interest Fund -- $100,000.00 plus $3,098.03 interest

Reserve Fund--$200,000.00 plus $6,196.06 interest

 

Certificate of Deposit recently purchased at Bank of Springfield:

Reserve Fund--$200,000.00 for 9 months at 3.55%

 

The annual Treasurer’s Report for the City of Staunton has been completed for the fiscal year ending April 30, 2025, and a motion to accept the report will be during the Finance Committee Report.

 

VIII.   CITY CLERK’S REPORT

 

The May 1, 2024 through April 30, 2025 fiscal year audit has been completed by C.J. Schlosser and Company.  Copies of the audit have been distributed to all council members and a motion to approve the audit is on tonight’s agenda under the Finance Committee report. 

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

            PARK & CIVIC IMPROVEMENT –

FINANCE–

 

Motion by Tipler, seconded by McKee to accept the City of Staunton’s Annual Treasurer’s Report for the fiscal year ending April 30, 2025.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Tipler, seconded by McKee to pay Invoice #174070291-0001 to Sunbelt Rentals for manlift rental in the amount of $4,344.68.  This will be paid from budget line item 36.72.919.2.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Tipler, seconded by Frank to pay Partial Pay Estimate #1 to Kamadulski Excavating for work completed on the North Street Bridge Project in the amount of $226,665.90.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Tipler, seconded by Manning to pay Invoice #10254 from Potts, Smoot & Crawford Civil Engineering for Inspection Services on the North Street Bridge Project in the amount of $12,430.00.  Both the Kamadulski and PSC invoices will be paid from American Rescue Plan budget line item 37.71.854.0.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

           

Motion by Tipler, seconded by McKee to approve 2024-2025 Annual Financial Audit for the City of Staunton completed by C.J. Schlosser & Company, LLC.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, McKee.  Nayes:  None.  Absent:  Bagaglio.  Motion carried.

Motion by Frank, seconded by Manning to waive 1st reading of Ordinance #2314 An Ordinance Amending The Definition Of A Part-Time Employee For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by Manning to approve Ordinance #2314 An Ordinance Amending The Definition Of A Part-Time Employee For The City Of Staunton, Illinois.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by McKee to approve Resolution #2025-30 Authorizing The Execution Of Lease Agreements Between The City Of Staunton, Illinois And Universal EV, LLC Related To Installation Of Electric Vehicle Charging Stations.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  Bagaglio.  Motion carried.
