MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 9, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 9, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Treasurer Cindy Pirok and I will be attending a workshop sponsored by the Illinois Department of Commerce & Economic Opportunity on October 18th in Springfield. This is an Adminstrator’s Workshop for Community Development Block Grant Programs, which the City is applying for a grant, and this is a requirement for Grant Administrators to attend the workshop.

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to pay Invoice #5585 to Auto Sound & Security for transfer of equipment from old police car to new 2023 Dodge Charger police car in the amount of $2,000.00. At Roll Call Vote – Ayes: Berg, Machota, Tipler, Manning, Dias. Nayes: None. Absent: McKee. Motion carried.


Motion by Manning, seconded by Dias to approve payment to the Police Pension Fund for the annual contribution in the amount of $192,789.00, as budgeted. At Roll Call Vote – Ayes: Machota, Tipler, Manning, Dias, Berg. Nayes: None. Absent: McKee. Motion carried.

FINANCE–

Motion by Tipler, seconded by Dias to accept Request for Qualifications Proposal submitted by PSC Civil Engineers and Land Surveyors for the CDBG Pubic Infrastructure Water Grant. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: McKee. Motion carried.

Motion by Manning, seconded by Dias to approve Ordinance #2219 Approving A Pre-Annexation Agreement With Robert L. Hormel III and Suzann J.P. Hormel Regarding Property Located At 16136 VFW Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Tipler. Nayes: None. Absent: McKee. Motion carried.


Motion by Manning, seconded by Machota to waive 1st reading of Ordinance #2221 Approving A Charity Roadblock By The Lion’s Club To Conduct Their Annual Candy Day Sale Drive At The Intersection Of Main And Route 4 And Main And Union (October 21, 2023). At Roll Call Vote – Ayes: Dias, Berg, Machota, Tipler, Manning. Nayes: None. Absent: McKee. Motion carried.


Motion by Manning, seconded by Berg to approve Ordinance #2221 Approving A Charity Roadblock By The Lion’s Club To Conduct Their Annual Candy Day Sale Drive At The Intersection Of Main And Route 4 And Main And Union (October 21, 2023). At Roll Call Vote – Ayes: Berg, Machota, Tipler, Manning, Dias. Nayes: None. Absent: McKee. Motion carried.


Motion by Manning, seconded by Berg to approve Resolution #2023-28 Appointing Peggy Kuethe To The Staunton Library Board. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Tipler. Nayes: None. Absent: McKee. Motion carried.


Motion by Manning, seconded by Tipler to approve Resolution #2023-29 Approving A Professional Services Agreement Between The City Of Staunton And PSC Civil Engineers, Land Surveyors. At Roll Call Vote – Ayes: Dias, Berg, Machota, Tipler, Manning. Nayes: None. Absent: McKee.
