MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, SEPTEMBER 26, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, September 26, 2022.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning, David Dias, Rick Johnson, Ryan Machota, John Moore, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading and Police Chief Jeff Doerr.

VI. CORRESPONDENCE

Received a letter of resignation from full time police officer Ronald Boris. The letter is dated September 14, 2022 and his last day of employment is September 15, 2022.


Received a letter from the Staunton Lions Club regarding the upcoming Halloween Parade. Plans are to have the parade on Sunday, October 30th at 6:00 P.M.with Monday, October 31st being the rain date. The parade will begin at the City Hall complex and proceed east on Main Street to Laurel Street and then south on Laurel Street to Henry Street, ending at the VFW Hall.

VIII. CITY CLERK’S REPORT

I have received all of the information regarding the upcoming Consolidated Election, which will be held on April 4, 2023. Petition packets are available now and can be circulated immediately. Candidates can pick up the packets at the City Clerk’s office, and the filing dates for completed packets will be December 12 thru December 19, 2022.



IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to pay Invoice #62767 to Russell Furniture for new flooring at the police department in the amount of $5,382.25. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Manning, seconded by Dias to pay Invoice #206920 to Keith Marks for installing new flooring at the police department in the amount of $7,585.00. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Manning, seconded by Dias to order three 2023 Dodge Charger Police Cars from Staunton Chrysler, Dodge, Jeep, Ram at a cost of $38,705.00 per car. One car will be paid from the 2022 budget and the other two will be paid from the 2023 budget. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


PARK & CIVIC IMPROVEMENT –

Motion by Machota, seconded by Dias to approve Invoice #2838 from Laughlin Electric, Inc. for lighting updates at the soccer fields in the amount of $2,737.00. This is a partial payout as more work will be done in the near future. This will be paid from line item 17.51.895.0. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks, Plenske. Motion carried.


FINANCE–

Motion by Moore, seconded by Johnson to pay Invoice #728742 to Sandberg Phoenix for Professional Services rendered regarding the Teamster’s Contract negotiations and the Gensing Creek drainage project in the amount of $1,001.85. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Johnson, Machota, Moore. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Moore, seconded by Johnson to pay Invoice #22943 to Bruckert, Behme & Long, P.C. for Professional Services rendered regarding Interstate TIF discussions in the amount of $1,072.50. At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Moore, Tipler. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Moore, seconded by Dias to accept interim construction loan financing proposal from Bank of Hillsboro for temporary financing of the Ginseng Creek Culvert Project at interest rate of 3.19% and retention of Hart, Southworth & Witsman to provide required interim loan documentation related to bond issuance. At Roll Call Vote – Ayes: Dias, Machota, Moore, Tipler, Manning. Nayes: Johnson. Absent: Hanks, Plenske. Motion carried 5 Ayes; 1 Naye.


WATER-

STREET / SEWER

Motion by Machota, seconded by Moore to approve Invoice #2047094 from Midwest Municipal Supply for culvert materials used on Henrietta Street in the amount of $3,588.48. This will be paid from line item 01.41.515.0. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.

Motion by Johnson, seconded by Dias to hire Robert Hermans as alternate Crossing Guard/Yard Waste Attendant. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Johnson, seconded by Manning to allow senior police dispatcher Beverly Laurent to carry over 80 hours of vacation time. At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Moore, Tipler. Nayes: None. Absent: Hanks, Plenske. Motion carried.

Motion by Manning, seconded by Johnson to waive 1st reading of Ordinance #2177 Modifying Compensation Method For the City Collector For The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Dias, Johnson, Machota, Tipler, Manning. Nayes: Moore. Absent: Hanks, Plenske. Motion carried 5 Ayes; 1 Naye.
