MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 10, 2017

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 10, 2017

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

PRESENT: Councilmembers Maria Bodner, Rich Garde, Chris Birdsell, Chad Plenske, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Kathy Legendre, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

EXCUSED: Aldermen John Kolkovich and Ryan Pritchett.

ABSENT: Alderman Herb Sievers.

City Hall Office will be closed on Friday, April 14, 2017 in observance of Good Friday. All Public Works employees (except for one water plant employee) will be off that day as well.

During the past week, Mr. Don Boeckenstedt had passed away, and Mayor Neuhaus stated what a great loss this is for the City of Staunton. Don was one of the master minds behind the very first Ribfest, and worked diligently with the City and the Chamber of Commerce to make this event happen year after year. Don had also been very involved with Economic Development and worked with many people to help oversee economic growth within the City. Mr. Boeckenstedt will truly be missed.

PUBLIC HEALTH & SAFETY -

PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Kolkovich to approve hiring two part time Park & Recreation Department employees as the result from recent interviews. These two people are Dan Odorizzi and Clyde Bradford, and they will be starting at the pay rate of $9.50 per hour. Ayes: Birdsell, Plenske, Scanzoni, Bodner, Garde. Nayes: None. Absent: Kolkovich, Pritchett, Sievers. Motion carried.

No discussion or action was taken regarding advertising for part time employee(s) for the Park & Recreation Department.

Motion by Scanzoni, seconded by Garde to approve Service Agreement from Country Club Lawn & Tree Specialists for four treatments of organic lawn care at the soccer fields at a total cost of $2,520.00 ($630.00 per treatment). This will be paid from the 2017-2018 Budget. Ayes: Plenske, Scanzoni, Bodner, Garde, Birdsell. Nayes: None. Absent: Kolkovich, Pritchett, Sievers. Motion carried.

Motion by Birdsell, seconded by Plenske to approve Ordinance #1888 Approving An Annexation Agreement With Tony And Tari Cerentano To Annex Property Located At 1404 West Sixth Street, Staunton, Illinois To The City Of Staunton, Ilinois (20 year Pre-Annexation renewal). Ayes: Scanzoni, Bodner, Garde, Birdsell, Plenske. Nayes: None. Absent: Kolkovich, Pritchett, Sievers. Motion carried.

Motion by Birdsell, seconded by Bodner to approve Ordinance #1889 Amending Chapter Thirty-Six, Article Three, Section Eight (36-3-8) Of The Revised Code Of Ordinances For The City Of Staunton, Illinois, And Creating The Infrastructure Fund. Ayes: Bodner, Garde, Birdsell, Plenske, Scanzoni. Nayes: None. Absent: Kolkovich, Pritchett, Sievers. Motion carried.

Motion by Birdsell, seconded by Bodner to waive 1st reading of Ordinance #1890 Approving A Charity Roadblock By The Lion’s Club To Conduct Their Tootsie Pop Sale Drive At The Intersection Of Main And Route 4 And Main And Union (May 6, 2017). Ayes: Garde, Birdsell, Plenske, Scanzoni, Bodner. Nayes: None. Absent: Kolkovich, Pritchett, Sievers. Motion carried.

Motion by Birdsell, seconded by Bodner to approve Ordinance #1890 Approving A Charity Roadblock By The Lion’s Club To Conduct Their Tootsie Pop Sale Drive At The Intersection Of Main And Route 4 And Main And Union (May 6, 2017). Ayes: Birdsell, Plenske, Scanzoni, Bodner, Garde. Nayes: None. Absent: Kolkovich, Pritchett, Sievers. Motion carried.
