City Council Meeting Minutes--March 12, 2018

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 12, 2018

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 12, 2018

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers Maria Bodner, Rich Garde, Rick Johnson, Ray Scroggins, Ryan Pritchett, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Attorney John Gilbert and Police Chief Jeff Doerr.

ELECTRONIC ATTENDANCE: Alderman Jeff Scanzoni.

NOT ATTENDING: Aldermen Chad Plenske and Anthony Schrauth, City Attorney Phil Lading and Public Works Director Mike Kuethe.

V. GUESTS

Brian France was in attendance regarding property that he claims he owns at 607 West Panhorst Street. Mr. France came in to City Hall requesting to have water set up in his name at this address, claiming that he owns this property. He had brought in a deed, however, the deed and the property identification number did not match, so he was told at City Hall office that he would have to pay a $200.00 deposit to set the water up in his name. According to Macoupin County, they still have Mr. France’s deceased grandparents as the owners of the property. After a discussion, Attorney Gilbert suggested to have a title search done on the property and determine who the actual owner is. Mayor Neuhaus told Mr. France that he would be in contact with him after the title search has been completed.

VI. CORRESPONDENCE

Received a note from the Staunton Lions Club requesting to use the Fireman’s Park on Saturday, March 31, 2018, from 8:00 A.M. to 12:00 P.M., for their annual Easter Egg Hunt. They are also asking to have the park rental fee waived.

Received an email from Zion Lutheran Church requesting to use the Fireman’s Park on Sunday, July 29, 2018 for their annual church picnic. They are also requesting to have the park rental fee waived.

Economic Interest Statements need to be completed and turned in as soon as possible.

Completed forms must be returned to the County Clerk by March 31.

PUBLIC HEALTH & SAFETY -

Motion by Bodner, seconded by Johnson to hire Illini Tech Services to install wireless function of in-car cameras at a cost not to exceed $1,000.00. Ayes: Johnson, Scroggins, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: Plenske, Schrauth. Motion carried.

PARK & CIVIC IMPROVEMENT –

Motion by Garde, seconded by Scroggins to grant request from the Staunton Lions Club to use the Fireman’s Park on Saturday, March 31, 2018, from 8:00 A.M. to 12:00 P.M., for their annual Easter Egg Hunt, with the park rental fee being waived. Ayes:

Motion by Garde, seconded by Scroggins to grant request from Zion Lutheran Church to use the Fireman’s Park on Sunday, July 29, 2018 for their annual church picnic with the park rental fee being waived. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: Plenske, Schrauth. Motion carried.

Motion by Johnson, seconded by Garde to waive 1st reading of Ordinance #1927 Approving An Amended Collective Bargaining Agreement With Laborers’ International Union Of North America, Local Union Number 338, On Behalf Of The City Of Staunton, Illinois Full Time Employees Of The Street, Water And Sewer Departments. Ayes: Scanzoni, Bodner, Garde, Johnson, Scroggins, Pritchett. Nayes: None. Absent: Plenske, Schrauth. Motion carried.
