MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, JULY 9, 2018

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, July 9, 2018

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers Maria Bodner, Rich Garde, Rick Johnson, Ray Scroggins, Chad Plenske, Anthony Schrauth, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

Received a request from the Concordia Hall to close Union Street from 4th to 5th Street on Saturday, August 4, 2018, from 6:00 A.M. to 12:00 A.M. for their annual Backyard Barbeque.

Received an email from State Representative Avery Bourne’s office requesting to hold a Travelling Office Hours on Friday, August 3, 2018, from 1:00 to 2:00 P.M. They are requesting to use the back office at City Hall.

PUBLIC HEALTH & SAFETY -

Motion by Bodner, seconded by Plenske to pay Invoice #18-0235 to Responder PSE for outfitting the new 2018 Dodge Charger Police Car at a cost of $3,786.22. Ayes: Johnson, Scroggins, Schrauth, Plenske, Bodner, Garde. Nayes: None. Absent: Pritchett, Scanzoni. Motion carried.

Motion by Bodner, seconded by Plenske to grant request from Concordia Hall to close Union Street from 4th Street to 5th Street on Saturday, August 4, 2018, from 6:00 A.M. to 12:00 A.M. for their annual Backyard Barbeque. Motion by Bodner, seconded by Plenske to pay Invoice #2590 to Auto Sound and Security for security cameras at the Police Department and City Hall in the amount of $4,480.00. Ayes: Schrauth, Plenske, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: Pritchett, Scanzoni. Motion carried.

TOURISM –

Motion by Johnson, seconded by Scroggins to accept bid from Robert Sanders Waste System for two 20 cubic yard dumpsters and toters for Ribfest at a cost of $640.00 with a 4 ton limit per dumpster. There will be a charge of $50.00 per ton for every ton over 4 tons. Ayes: Plenske, Bodner, Garde, Johnson, Scroggins, Schrauth. Nayes: None. Absent: Pritchett, Scanzoni. Motion carried.

Motion by Johnson, seconded by Scroggins to apply for liquor license for upcoming 2018 Art Fair (September 14 & 15). Ayes: Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske. Nayes: None. Absent: Pritchett, Scanzoni. Motion carried.

Motion by Johnson, seconded by Plenske to close Elm Street from the First National Bank driveway and heading north to where Elm Street ends starting at 6:00 A.M. Friday, July 13, 2018 until 6:00 A.M. Monday, July 16, 2018 for the Ribfest. Ayes: Garde, Johnson, Scroggins, Schrauth, Plenske, Bodner. Nayes: None. Absent: Pritchett, Scanzoni. Motion carried.

Motion by Scroggins, seconded by Plenske to waive 1st reading of Ordinance #1943 Installing A Stop Sign On Falcon Crest Court At Its Intersection With Stone Creek Drive And Miller Drive. Ayes: Johnson, Scroggins, Schrauth, Plenske, Bodner, Garde. Nayes: None. Absent: Pritchett, Scanzoni. Motion carried.
