MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 22, 2018

I. CALL TO ORDER:

Mayor Pro-Tem Rich Garde called the Staunton City Council Meeting to order at 7:00

P.M. on Monday, October 8, 2018

II. PLEDGE OF ALLEGIANCE:

Mayor Pro-Tem Rich Garde led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

VI. CORRESPONDENCE

Received a letter from the Staunton Lions Club requesting to use the library basement from December 10 to December 15, 2018 for their annual Secret Santa Event, with the rental fee being waived.

Received an email from the Staunton Fire Department requesting to use the Firemen’s Park on Saturday, October 27, 2018 for their annual fall family picnic, with the park rental fee being waived.

Received a note from Margaret Cavanaugh endorsing Mayor Neuhaus’ comment regarding Trick or Treating. Ms. Cavanaugh lives on Stone Creek Drive and wishes that Trick or Treating would be limited to one evening. A copy of the note is attached with the agenda.

VII. TREASURER’S REPORT

Investments recently purchased at Bank of Springfield through the CDAR Program:

Civic Improvement Fund--$75,000.00 for 9 months at 2.40%

Bond/Interest Fund--$100,000.00 for 12 months at 2.55%

Water Fund--$50,000.00 for 9 months at 2.40%

Sewer Fund--$50,000.00 for 9 months at 2.40%

Infrastructure Fund--$200,000.00 for 12 months at 2.55%

Infrastructure Fund--$100,000.00 for 6 months at 2.25%

Reserve Fund--$200,000.00 for 12 months at 2.55%

The annual Treasurer’s Report for the City of Staunton has been completed for the fiscal year ending April 30, 2018, and a motion to accept will be during the Finance Committee Report.

VIII. CITY CLERK’S REPORT

City Hall will be closed on Monday, November 12, 2018 in observance of the Veteran’s Day Holiday. All public works employees (except for one water treatment plant employee) will be off that day as well.

Due to the Veteran’s Day Holiday being observed on Monday, November 12, the next regularly scheduled City Council Meeting will be held on Tuesday, November 13, 2018.

Motion by Scanzoni, seconded by Johnson to grant request from the Staunton Fire Department to use the Firemen’s Park on Saturday, October 27, 2018 for their annual fall family picnic, with the park rental fee being waived. Ayes: Johnson, Scroggins, Plenske, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: Schrauth. Motion carried.

FINANCE–

Motion by Pritchett, seconded by Plenske to accept the City of Staunton’s Annual Treasurer’s Report for the fiscal year ending April 30, 2018. Ayes: Scroggins, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: Schrauth. Motion carried.

Motion by Pritchett, seconded by Scroggins to approve 2017-2018 Annual Financial Audit for the City of Staunton by Kerber, Eck & Braeckel, LLP. Ayes: Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: Schrauth. Motion carried.

UTILITIES-

Motion by Garde, seconded by Scroggins to pay Invoice #S1142629.001 to Schulte Supply for stock water meters and antenna assemblies in the amount of $9,824.40. Ayes: Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: Schrauth. Motion carried.

Motion by Garde, seconded by Scanzoni to pay Invoice #0173724 to Midwest Municipal Supply for materials for the Rock Crusher Road water main project in the amount of $5,950.88. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins, Plenske. Nayes: None. Absent: Schrauth. Motion carried.
