MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 25, 2019

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 25, 2019

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

V. GUESTS

Norman Yeager from Extreme Pyrotechnics was in attendance to address the Council regarding the upcoming Fireworks Display, which will be held at the Homecoming Celebration on June 23, 2019. Mr. Yeager said this is his 14th year doing the show with the City of Staunton. He is planning to have a bigger, better show by using larger caliber shells. The show will also open with three 300’ fireworks that will really “scream” loud. He thanked the Council for their continued support.

VI. CORRESPONDENCE

Received a letter from Eagle Scout Norman Carnaby requesting to use Duda Garden for his Eagle Scout Court of Honour on Saturday, April 27, 2019 from 3:00 to 5:00 P.M., with the park rental fee being waived. He is also inviting the City Council to the event and see his Eagle Scout Project, which was erected at Duda Garden.

Received a letter from Madison Communications reporting their success in exceeding requirements regarding complaint reporting to the Illinois Commerce Commission

Investments recently matured at Bank of Springfield (CDARS Investments):

Motion by Scanzoni, seconded by Bodner to spend up to $4,000.00 from Miller Brothers for lawn chemicals and grass seed for the baseball diamonds and soccer fields. Ayes: Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: None. Motion carried.

Motion by Scanzoni, seconded by Scroggins to purchase X-Mark Zero Turn Mower from Sievers Equipemnt Co. in the amount of $10,399.20. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: None. Motion carried.

Motion by Scanzoni, seconded by Bodner to approve Quote from Hutchinson Recreation & Design for 100 yards of wood fiber mulch at a cost of $2,360.00. Ayes: Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: None. Motion carried.

Motion by Scanzoni, seconded by Pritchett to grant request from Norman Carnaby to use Duda Garden on Saturday, April 27, 2019 from 3:00 to 5:00 P.M. for his Eagle Scout Court of Honour, with the park rental fee being waived. Motion by Scanzoni, seconded by Pritchett to pay Invoice #7 to the Macoupin County Community Foundation CEO Program for the annual City of Staunton contribution in the amount of $1,000.00, which will be the first year’s payment of a three year agreement between the City of Staunton and the CEO Program. This will be paid from line item 35.61.590.0. Ayes: Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske. Nayes: None. Absent: None. Motion carried.

FINANCE–

Motion by Pritchett, seconded by Johnson to transfer $70,000.00 from the Infrastructure Fund to the Storm Water Fund, as budgeted. Ayes: Scanzoni, Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett. Nayes: None. Absent: None. Motion carried.

Motion by Pritchett, seconded by Scroggins to transfer $88,000.00 from the Telecommunications Fund to the Water Fund, as budgeted. Ayes: Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni. Nayes: None. Absent: None. Motion carried.

UTILITIES-

Motion by Garde, seconded by Scroggins to pay Invoice #S1147257.001 to Schulte Supply for radio read water meters with antenna assemblies in the amount of $9,928.80. Ayes: Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner. Nayes: None. Absent: None. Motion carried.

STREET-

Motion by Garde, seconded by Pritchett to pay $28,753.18 to Illinois Department of Transportation, which will be the final payment for the City’s portion of the Main Street – from Route 4 to Elm Street Project (to be paid from MFT). Ayes: Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: None. Motion carried.

Motion by Garde, seconded by Scroggins to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Beelman Logistics for road maintenance (CA-13) in the amount of $30,170.25. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: None. Motion carried.

Motion by Garde, seconded by Scanzoni to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Mike Maedge Trucking for road maintenance (CA-6 and CA-7) in the amount of $23,176.00. Ayes: Bodner, Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni. Nayes: None. Absent: None. Motion carried.

Motion by Garde, seconded by Scroggins to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Mike Maedge Trucking for road maintenance (MC30 PC, HFRS-2 and Aggregate Spreading) in the amount of $77,839.50. Ayes: Garde, Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner. Nayes: None. Absent: None. Motion carried.

PUBLIC GROUNDS-

Motion by Schrauth, seconded by Johnson to approve request from Jonathon Daugherty to make improvements to the Band Stand at the City Hall Complex for his Eagle Scout Project ( a copy of Jonathon’s letter is attached with the agenda packet). Ayes: Johnson, Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde. Nayes: None. Absent: None. Motion carried.

TOURISM –

Motion by Scanzoni, seconded by Scroggins authorizing Mayor Neuhaus to sign Agreement between the City of Staunton, Illinois and Extreme Pyrotechnics, LLC, regarding the Fireworks Display at the Homecoming Celebration on June 23, 2019. Ayes: Scroggins, Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson. Nayes: None. Absent: None. Motion carried.

Motion by Scanzoni, seconded by Garde to pay Invoice #BY0441 to Extreme Pyrotechnics, LLC for the Homecoming Celebration Fireworks Display in the amount of $5,000.00. Ayes: Schrauth, Plenske, Pritchett, Scanzoni, Bodner, Garde, Johnson, Scroggins. Nayes: None. Absent: None. Motion carried.
