MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 10, 2019
I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 10, 2019
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.
III. ROLL CALL:

V. GUESTS
John Fassero and Scott Fischer, representing the Heritage Community Band, requested to come and speak to the Council about funding reimbursement to the City from the Music Performance Trust Fund. John and Scott, along with the Musician’s Union, work together every year to get reimbursement to the City for salaries that are paid to the band members for the five concerts that they do every year in Staunton. Their first performance was on Memorial Day, and the other concerts will be on July 11, 18, 25 and August 1st. In the past, the City has received approximately one third of the $5,000.00 that are paid to band members. This year, they have done some negotiating and are expecting the City to receive about $2,500.00, which would be nearly half of the band salaries. Mr. Fassero stated that they work with the Musicians Union and the local communities to keep these concerts going. John also thanked the City of Staunton for their continued support of these concerts, and Mayor Neuhaus stated the the City would do everything they could to promote the events. In closing, Mr. Fassero stated that the Heritage Community Band is one of the oldest in the county, having been in existence since 1863. The Council thanked John and Scott for their presentation and encouraged the band to continue with these family friendly concerts.
VI. CORRESPONDENCE
Received a request from Norm Kimme, President of Concordia Hall, requesting to close South Union Street from 4th to 5th Street on Saturday, August 3, 2019, from 6:00 A.M. to 12:00 A.M. for their annual Backyard Barbeque.
Received a liquor license application from the Staunton Fire Department for their annual Homecoming Celebration, which will be held on June 21, 22 and 23, 2019. They are requesting to have the liquor license fee waived.

VIII. CITY CLERK’S REPORT
The annual Staunton Firemen’s Homecoming Parade will be on Sunday, June 23 at 4:00 P.M. The City of Staunton will be having their float in the parade. All City Officials are invited to walk along with the float and children and grandchildren of the Officials are welcome to ride the float. We will need to meet at City Hall at 3:30 for line up.
IX. COMMITTEE REPORTS
PUBLIC HEALTH & SAFETY -
Motion by Wallace, seconded by Hanks to grant request to Concordia Hall to close Union Street from 4th to 5th Street on Saturday, August 3, 2019, from 6:00 A.M. to 12:00 A.M. for their annual Backyard Barbeque. Ayes: Johnson, Hanks, Schrauth, Plenske, Pritchett, Scanzoni, Wallace. Nayes: None. Bodner. Motion carried.
Prior to the next motion, Alderman Wallace stated that these radios were put in the budget and will be paid in three separate installments. A 50% downpayment will be made to get the order placed, a 40% payment will be made when the radios come in and the remaining 10% will be paid after the installation is complete. These are car radios and hand held radios that were budgeted for $35,000.00, and the cost has come in way under budget.
Motion by Wallace, seconded by Pritchett to pay Invoice #2948 to Advanced Communications for the purchase of new radio equipment for the Police Department in the amount of $16,541.55. Ayes: Hanks, Schrauth, Plenske, Pritchett, Scanzoni, Wallace, Johnson. Nayes: None. Absent: Bodner. Motion carried.
Motion by Wallace, seconded by Pritchett to purchase a 2019 Durango police vehicle from Staunton Chrysler, Dodge, Jeep, Ram at a cost not to exceed $31,000.00. Alderman Wallace thanked Staunton Chrysler for working with the City and getting us a great price on the vehicle. When the vehicle is outfitted, it should be coming in under budget and also under the state bid price. Ayes: Schrauth, Plenske, Pritchett, Scanzoni, Wallace, Johnson, Hanks. Nayes: None. Absent: Bodner. Motion carried.
Motion by Wallace, seconded by Scanzoni to issue a liquor license to the Staunton Fire Department for the annual Homecoming Celebration on June 21, 22, and 23, 2019, with the liquor license fee being waived. Ayes: Plenske, Scanzoni, Wallace, Johnson, Hanks, Schrauth. Nayes: Pritchett. Absent: Bodner. Motion carried.
PARK & CIVIC IMPROVEMENT –
Motion by Scanzoni, seconded by Plenske to renew contract with Christmas Décor Systems for Main Street Holiday Lighting at a cost of $3,472.50 per year for three year contract. Ayes: Pritchett, Scanzoni, Wallace, Johnson, Hanks, Schrauth, Plenske. Nayes: None. Absent: Bodner. Motion carried.

JUDICIARY—
Alderman Wallace stated that both of the Ordinances on the agenda for approval have
been discussed at a committee meeting, and everyone, including Chief Doerr, was in
agreement with these being voted on and passed.

X. UNFINISHED BUSINESS—
Alderman Pritchett thanked Madison Communications for responding to his request
regarding their Customer Service Standards. An email was sent with the information.
Pritchett also wanted to give a special thanks to Dave Cisler and the Boy Scouts for
placing the flags at the cemeteries for Memorial Day. Much time and effort is spent
doing this and it is greatly appreciated. The Scout Troops also participated in the
Memorial Day ceremonies at all of the locations.
Pritchett also wanted to thank Dave Volentine and the Staunton Police Department for
all of their efforts in coordinating the recent motorcycle event that took place in
Staunton. It was a very successful event and was well organized.
Pritchett thanked the Staunton Soccer Association members John Davin, Lukas Pirok
and Daniel Janus for all of the work that they have recently done at the soccer fields.
They have done some sod repair on the fields and painting and the concession stand
which was all paid for through their recent SSA fund raising events.
XI. NEW BUSINESS-
Mayor Neuhaus had a flyer from the Boeing Bicycle Club regarding the upcoming
Tour De Donut, which will be held on July 13, 2019. Volunteers are needed for the
event, and a special mention was made that any upcoming seniors in high school that
participate in any way with the event would be eligible for a scholarship that the Club
offers. Information regarding the application process will be sent to Brett Allen,
Staunton High School Principal.
