City Council Meeting Minutes--October 14, 2019

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 14, 2019

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 14, 2019

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

Prior to Roll Call being taken, Alderman Wallace requested to make a motion to not allow Alderman Schrauth attend tonight’s City Council Meeting electronically due to the fact that he hasn’t been in attendance at meetings for quite some time. She felt that there were several issues on the agenda this evening that he shouldn’t be allowed to vote on due to his lack of attendance and involvement these last couple of months. Alderman Johnson stated that he himself must attend electronically quite often due to his work schedule, so he was not in favor of approving such a motion. A motion was made by Wallace, seconded by Hanks to not allow Alderman Anthony Schrauth to attend tonight’s meeting electronically. At roll call vote, Ayes: Bodner, Wallace, Hanks. Nayes: Johnson, Taylor, Scanzoni. Abstain: Schrauth. Due to a tie vote, Mayor Neuhaus had to cast a vote and he voted no. The vote was 3 Ayes and 4 Nayes to not allow Alderman Schrauth to attend the meeting tonight electronically. The motion failed and Schrauth attended via cell phone.

V. GUESTS

Cheri Scroggins was in attendance and addressed the Council regarding recent FOIA requests that her husband, Ray, has submitted to the City of Staunton She was requesting to have the fee of $10.70 waived for emails that were requested that went over the 50 page minimum, claiming that he received more information than was requested. Cheri stated that they only wanted emails and not attachments that were included with those emails. She also expressed concern regarding her husbands former alderman email account, and stated that the emails that they received were not directly from his account. Attorney Lading stated that the City responded to the FOIA request, and the emails have been produced and given to Mr. Scroggins.

VI. CORRESPONDENCE

Received a letter of resignation from part time Police Officer John McMahon, dated September 23, 2019. His resignation was effective immediately.

Received a letter from the Staunton Chamber of Commerce requesting to close Main

Street from Edwardsville to Union Street on Friday, December 6, 2019 from 3:00 P.M to 10:00 P.M. for the annual Holiday Walk and Tree Lighting Ceremony.

VII. TREASURER’S REPORT

Investments recently purchased at Bank of Springfield CDARS Program:

Reserve Fund--$225,000.00 for 4 months at 1.85%

TIF 1 Fund--$25,000.00 for 4 months at 1.85%

Bond/Interest Fund--$200,000.00 for 3 months at 1.90%

VIII. CITY CLERK’S REPORT

Normal burns days in the City of Staunton are Friday and Saturday, however, starting

October 15th and going through December 15th, yard waste can be burnt everday. This applies to yard waste only, no household trash or construction waste.

PUBLIC HEALTH & SAFETY -

Motion by Taylor, seconded by Wallace to grant request from the Staunton Chamber of Commerce to close Main Street from Edwardsville to Union Street on Friday, December 6, 2019 from 3:00 P.M. to 10:00 P.M. for the annual Holiday Walk and Tree Lighting Ceremony. Ayes: Schrauth, Taylor, Scanzoni, Bodner, Wallace, Johnson, Hanks. Nayes: None. Absent: Plenske. Motion carried.

Motion by Taylor, seconded by Hanks authorizing Police Chief Jeff Doerr to sign Macoupin County Emergency Telephone System Board E 9-1-1 Interagency Agreement for 2020. Ayes: Taylor, Scanzoni, Bodner, Wallace, Johnson, Hanks, Schrauth. Nayes: None. Absent: Plenske. Motion carried.

PARK & CIVIC IMPROVEMENT –

FINANCE–

Motion by Taylor, seconded by Wallace authorizing John H Crawford & Associates to proceed with the Preliminary Engineering Report for USDA Finance Application Process to assist with financing pertaining to the Ginseng Creek Project. Ayes: Taylor, Scanzoni, Bodner, Wallace, Hanks, Schrauth. Nayes: Johnson. Absent: Plenske. Motion carried 6 Ayes; 1 Naye.

Motion by Taylor, seconded by Bodner to approve loan application for USDA Rural Development in the amount of $2,000,000 for the Ginseng Creek Project. Ayes: Scanzoni, Bodner, Wallace, Hanks, Schrauth, Taylor. Nayes: Johnson. Absent: Plenske. Motion carried 6 Ayes; 1 Naye.

Motion by Taylor, seconded by Johnson to approve Renewal Quote with Illinois Counties Risk Management Trust for the City’s Municipal Insurance for the year December 1, 2019 through December 1, 2020, in the amount of $76,258.00. The Staunton Public Library will be reimbursing the City $850.00 for their portion of the premium. The quote is right in line with last years premium. Ayes: Bodner, Wallace, Johnson, Hanks, Schrauth, Taylor, Scanzoni. Nayes: None. Absent: Plenske. Motion carried.

WATER-

Motion by Hanks, seconded by Bodner to accept Quote #S1153764 from Schulte Supply, Inc. for stock Stainless Repair Clamp in the amount of $3,730.00. Ayes: Wallace, Johnson, Hanks, Schrauth, Taylor, Scanzoni, Bodner. Nayes: None. Absent: Plenske. Motion carried.

Motion by Johnson, seconded by Bodner to award bid to Kamadulski Excavating & Grading Co. for the Sanitary Sewer Main Extension 2019 (Staunton Road near El Indio Restaurant) in the amount of $82,639.00. Alderman Wallace asked if this quote came in as budgeted, and Public Works Director Kuethe stated that it came in way under budget. Ayes: Johnson, Hanks, Schrauth, Taylor, Scanzoni, Bodner, Wallace. Nayes: None. Absent: Plenske. Motion carried.

XI. NEW BUSINESS-

In recognition of local resident Bob Fritz being the Grand American Champion Trap Shooter, Mayor Neuhaus suggested the possibility of a sign or signs being placed at

the Staunton entrances acknowledging Mr. Fritz. The City would need to purchase the

signs, however, the State would install them in the proper right-of-ways. Public Works Director Kuethe will check in to the cost of the sign (s) and bring this back to the Council for a firm decision.

XII. EXECUTIVE SESSION—

Motion by Johnson, seconded by Wallace to go in to Executive Session at 7:24 P.M.

to discuss Employment of a School Resource Officer and School Security Procedures
