MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, APRIL 27, 2026

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, April 27, 2026.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

Received an email from the Staunton Baseball Softball League requesting to close Taylor Street from Leonard to Prairie Street on Saturday, May 9, 2026 from 9:00 A.M. to 4:00 P.M. for the league’s Opening Day Event.

 

Mayor Neuhaus received a thank you note from Eric Allen expressing his appreciation for the hospitality shown to him and German travellers that recently visited Staunton. 

 

VII.     TREASURER’S REPORT

 

Certificate of Deposit recently cashed in at Constitution Bank:

TIF 2 Fund--$50,000.00 plus $1,167.35 interest

Motion by Frank, seconded by Machota to approve request from the Staunton Baseball Softball League to close Taylor Street from Leonard to Prairie Street on Saturday, May 9, 2026 from 9:00 A.M. to 4:00 P.M. for the league’s Opening Day Event.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by Frank to approve Invoice #977772 from Sandberg Phoenix for Professional Services rendered regarding condemnation proceedings for property at 1111 S. College Street in the amount of $1,620.05.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Tipler to approve Invoice #977770 from Sandberg Phoenix for Professional Services rendered regarding condemnation proceedings for property at 834 N. Easton Street in the amount of $3,616.96.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by McKee to pay Partial Pay Estimate No. 2 to Stutz Excavating, Inc. for work completed on the Main Street Improvements Project in the amount of $294,336.69.  This will be paid from budget line item 56.45.860.2.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Bagaglio to pay Invoice # 10443 to Potts, Smoot & Crawford Civil Engineering & Land Surveying for Inspection Services on the Main Street Improvements Project in the amount of $22,080.00.  This will be paid from budget line item 56.45.532.0.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  None.  Motion carried.  

 

Motion by Tipler, seconded by McKee to pay Invoice #10444 to Potts, Smoot & Crawford Civil Engineering & Land Surveying for North Street Bridge Project Inspection in the amount of $10,440.00.  This will be paid from budget line item 36.72.919.3.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Frank to pay Final Pay Estimate #4 to Kamadulski Excavating for work completed on the North Street Bridge Project in the amount of $156,191.60.  This will be paid from budget line item 36.72.919.3.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Tipler, seconded by Machota to pay Invoice #138983 to Fehr Graham Engineering & Environmental for Design, Bidding and Construction Services related to the Force Main Project in the amount of $4,500.00.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Bagaglio, seconded by Tipler to pay Invoice #10354 to Potts, Smoot & Crawford Civil Engineering & Land Surveying for IEPA Permit on the Albrecht Road Water Main Extension Project in the amount of $1,200.00.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried.

           TOURISM –

 

Motion by Berg, seconded by McKee to pay Invoice #420271 to Great Rivers and Routes Tourism Bureau for a Full Page Ad publicizing all City of Staunton 2026 Tourism Events in the amount of $3,000.00.  The Staunton Chamber of Commerce will be reimbursing the City for half the cost of the ad.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PERSONNEL –

 

Motion by Frank, seconded by Tipler to approve a 2 1/2 percent pay increase to non-union City of Staunton employees, effective May 1, 2026.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Frank, seconded by Manning to approve Ordinance #2340 Granting A Zoning Variance For Real Property Located At 602 East Second Street, Staunton, Illinois.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Frank, seconded by Manning to approve Ordinance #2341 An Ordinance Making Appropriations For The Fiscal Year Beginning May 1, 2026 and Ending April 30, 2027.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Frank, seconded by Manning  to waive 1st reading of Ordinance #2342 An Ordinance Amending Section 21-2-6 Of The Liquor Code Of The City Of Staunton.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Prior to the reading of the approval of the following Ordinance, Alderman Tipler informed the Council that he has delivered the liquor license renewal applications and at this time, it appears that three of our current liquor license applicants are choosing not to renew.

 

Motion by Frank, seconded by McKee to approve Ordinance #2342 An Ordinance Amending Section 21-2-6 Of The Liquor Code Of The City Of Staunton.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried.
