MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, AUGUST 10, 2026

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 10, 2026.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, Ben Frank, Kristy Berg, Ryan Machota,  Matthew McKee, Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

A reminder to Staunton residents that yard waste burns days are still limited to Friday, Saturday and Monday.  We have received several calls from citizens complaining about people burning on the non-burn days, as well as burning more than just yard waste.

 

IX.      COMMITTEE REPORTS

 

PUBLIC HEALTH & SAFETY  -

 

Motion by Frank, seconded by Manning to approve Quote from Joe’s Electric, Inc. for labor and materials to install 100 Amp Service on Old Route 66 to supply power to the License Plate Reader in the amount of $3,500.00.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

  

Motion by Frank, seconded by Manning to pay Invoice #26165 to Staunton Auto Body, LLC for work performed on the Virtual Patrol Trailer in the amount of $2,519.33.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by McKee to pay Invoice #1001975 to Sandberg Phoenix for Professional Services Rendered regarding Condemnation/Ordinance Violations at 515 S. Klondike Street in the amount of $2,835.29.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Berg, seconded by Tipler to approve Invoice #1001970 from Sandberg Phoenix for Professional Services rendered regarding condemnation proceedings for property at 1111 S. College Street in the amount of $2,232.53.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by McKee to renew health insurance for City of Staunton full time employees from CBIZ Benefit & Insurance Services of Illinois (Blue Cross / Blue Shield of Illinois), effective October 1, 2026.  The monthly renewal premium will be $1,032.20 per employee, per month.  This is a 9.9% increase in premium over last year.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, McKee.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Tipler, seconded by McKee to approve renewal of City of Staunton Employee Dental, Life, Vision and AD&D Insurance from CBIZ Benefits & Insurance Services of Illinois effective November 1, 2026, at a renewal rate of $62.56 per employee, per month (Principal Insurance Co.).  At Roll Call Vote – Ayes: Berg, Machota, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  Bagaglio.  Motion carried.   

 

Motion by Tipler, seconded by McKee to pay Invoice #141603 to Fehr Graham Engineering & Environmental for Engineering on the Force Main Project in the amount of $3,000.00.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Tipler, seconded by Manning to transfer $110,000.00 from the Civic Improvement Fund to the Park and Recreation Fund, as budgeted.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Tipler, seconded by McKee to transfer $270,566.00 from the General Fund to the Insurance Fund.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler. Manning, Frank.  Nayes:  None.  Absent:  Bagaglio.  Motion carried.

Motion by Berg, seconded by McKee to close the following streets for Ribfest on Saturday, August 22, 2026, with all closures beginning at 12:00 A.M. on Saturday, August 22nd  and ending at 12:00 P.M.on Monday, August 24th (or until all tents and stages have been removed):    

            Main Street from Edwardsville to Union Street, including intersections;

            Elm Street from the Associated Bank driveway and heading north to where

            Elm Street ends; Union Street from Pearl to Main and Wood Street from the City

            Hall parking lot to Duda Drive

            At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Frank, Berg.  Nayes: 

            None.  Absent:  Bagaglio.  Motion carried.

Motion by Frank, seconded by Tipler to approve Ordinance #2354 An Ordinance Granting a Zoning Amendment For Real Property Bearing Parcel ID# 01-002-173-00, 136 West Pennsylvania Street, Staunton, Illinois.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, McKee, Tipler.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by McKee to approve Ordinance #2355 An Ordinance Granting A Zoning Variance For Real Property Located At 20459 Staunton Road, Staunton, Illinois.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, McKee, Tipler, Manning.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by Tipler to approve Ordinance #2356 An Ordinance Authorizing A Second Amendment To Ordinance #2184 And The Redevelopment Agreement With Meyer Oil Company.  At Roll Call Vote – Ayes:  Berg, Machota, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  Bagaglio.  Motion carried.  

 

Motion by Frank, seconded by McKee to waive 1st reading of Ordinance #2357 An Ordinance Renewing A Lease Agreement Between The City Of Staunton, Illinois And The Illinois Department Of Natural Resources.  At Roll Call Vote – Ayes:  Machota, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  Bagaglio.  Motion carried. 

 

Motion by Frank, seconded by McKee to approve Ordinance #2357 An Ordinance Renewing A Lease Agreement Between The City Of Staunton, Illinois And The Illinois Department Of Natural Resources.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  Bagaglio.  Motion carried.

  XI.       NEW BUSINESS-

 

             Mayor Neuhaus reminded everyone about the upcoming Ribfest on August 22nd and

             he is asking for volunteers to help with the event.  Workers are needed to work in the

             beer stand and volunteers are needed to help with the Movie Night. 

 

XII.      EXECUTIVE SESSION—

 

        No Executive Session was held.
