City Council Meeting Minutes--May 10, 2021


MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD AT THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MAY 10, 2021


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 10, 2021.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:


City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers Brooke Wallace, Rick Johnson, Randy Hanks, Ryan Machota, Chad Plenske, John Moore, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Attorney Phil Lading, City Treasurer Cindy Pirok, Police Chief Jeff Doerr and Public Works Director Mike Kuethe.

NOT ATTENDING: Retiring Councilmember Maria Bodner.

IV. APPOINTMENT AND OATH OF OFFICE

Prior to the motion on Resolution #2021-13, Alderman Wallace stated that she felt that there should have been people to ask if they wanted the position as Alderman, who were willing to work for the City Council, and she felt that if Alderman Johnson wanted to run, he should have turned in a petition and could have run unopposed in the election.


Motion by Moore, seconded by Scanzoni to approve Resolution #2021-13 Appointing Rick Johnson To The Position Of Ward 2 Alderman For The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Machota, Moore and Scanzoni. Nayes: Wallace, Hanks, Plenske. Due to a tie vote, Mayor Neuhaus voted Aye and the motion passed with 4 Ayes and 3 Nayes.


City Clerk Stiegemeier administered the Oath of Office to the Newly Elected / Re-Elected City Officials and Appointed City Official:

David Manning, Ward I Alderman

Ryan Machota, Ward III Alderman

VII . CORRESPONDENCE

Received a letter from Zion Early Childhood Education Center requesting to close the

streets around Zion Lutheran School on Friday, June 18, 2021. Their previous request (which was approved at the April 26, 2021 Council Meeting was for Friday, June 11, 2021, but due to the City Wide Yard Sales, they are asking to change the date to provide the safest environment for the students.


Received an email from Dr. Poonam Jain, on behalf of Ageless-Staunton and The Studio, asking to use Duda Garden on May 15, 2021 from 11:30 A.M.to 1:00 P.M. She will be hosting a free Yoga and Fitness class for community residents. She has requested to have the park rental fee waived.

IX. CITY CLERK’S REPORT

City Clerk Stiegemeier talked with a member of VFW Post #1241 regarding the

Memorial Day activities that will be taking place in Staunton. The schedule is as

follows on Monday, May 31, 2021: The Glenwood – 8:30 A.M., Livingston Park –

9:00 A.M., Staunton City Cemetery – 9:30 A.M., Heritage Health – 10:00 A.M.,

Memorial Park Cemetery – 10:30 A.M. The ceremonies in Staunton will end at

the Veteran’s Circle at the City Hall Complex at 11:00 A.M. There will be no parade

this year and no gathering at the VFW Hall following the ceremonies due to the

COVID-19 pandemic. The Staunton Memorial Honor Guard will be conducting all

of the services.


X. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Johnson, seconded by Plenske to grant request from Zion Early Childhood Education Center to block streets and intersections bordering Zion Lutheran School (Wood, Henry, Hoxsey and Panhorst) on Friday, June 18, 2021 from 10:00 to 11:00 A.M. They are also asking City workers to set up barricades that morning. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Wallace, Johnson. Nayes: None. Absent: None. Motion carried.


Motion by Johnson, seconded by Plenske to pay Invoice #317523 to Leads Online for Total Track Investigation System Service Package in the amount of $1,375.00. This is for service dates May 1, 2021 through April 30, 2022. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Wallace, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.


Motion by Johnson, seconded by Moore to approve spending up to $10,000.00 for ongoing police department remodeling, as budgeted. This will now be paid from Budget Line Item 55.62.821.0. At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Manning, Johnson, Machota. Nayes: Wallace, Hanks. Absent: None. Motion carried 6 Ayes; 2 Nayes.


PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Johnson to approve quote for 96” Diesel Rear Discharge X-Mark mower from Sievers Equipment Co. (to be purchased through Sourcewell) at a cost of $34,399.20. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Wallace, Johnson, Machota, Plenske. Nayes: Hanks. Absent: None. Motion carried 7 Ayes; 1 Naye.


Motion by Scanzoni, seconded by Moore to approve request from Dr.Poonam Jain to use Duda Garden on Saturday, May 15, 2021 from 11:30 A.M. to 1:00 P.M. to host a free Yoga and Fitness class for community residents. At Roll Call Vote – Ayes: Manning, Wallace, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: None. Motion carried.


Motion by Machota, seconded by Moore to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Beelman Logistics for road maintenance (CA-6 and CA-7) in the amount of $22,338.00. Motion by Machota, seconded by Johnson to approve “Acceptance of Proposal to Furnish Materials and Approval of Award” from Mike Maedge Trucking for road maintenance (HFRS-2 and Seal Coat Aggregate) in the amount of $82,284.50. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Wallace. Nayes: None. Absent: None. Motion carried.

Motion by Johnson, seconded by Moore to approve Resolution #2021-17 Re-Appointing Gina Verticchio To The Position Of Zoning Hearing Officer For The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Wallace, Johnson. Nayes: Hanks. Absent: None. Motion carried 7 Ayes, 1 Naye.
