MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON TUESDAY, NOVEMBER 12, 2024

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuahus called the Staunton City Council Meeting to order at 7:00 P.M. on Tuesday, November 12, 2024.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

 

            ATTENDING:  Aldermen David Manning, David Dias, Kristy Berg, Ryan Machota,   Terry Tipler, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok,  Police Chief Jeff Doerr and Public Works Director Mike Kuethe.

Petition packets for the upcoming Consolidated Election can be turned in to the City Clerk’s Office now until November 18, 2024.  Packets will be received during the hours of 8:00 A.M. and 4:30 P.M.  The office will be open until 5:00 P.M. on the final day to accept packets. 

 

IX.      COMMITTEE REPORTS

    

PUBLIC HEALTH & SAFETY  -

             

Motion by Manning, seconded by Dias to pay Invoice #INUS288624 to Axon Enterprise, Inc. for annual payment on Axon Body Cameras in the amount of $1,790.47.  This will be paid from budget line item 01.21.471.1.  At Roll Call Vote – Ayes:  Berg, Machota, Tipler, Manning, Dias.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Tipler, seconded by Dias to spend up to $6,000.00 for roof replacement at the Junior Service Park pavilion and pavilion roof at baseball field #1.  At Roll Call Vote – Ayes:  Machota, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Moton by Tipler, seconded by Manning to transfer $50,000.00 from Civic Improvement Fund to Park and Recreation Fund, as budgeted.  At Roll Call Vote – Ayes:  Tipler, Manning, Dias, Berg, Machota.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by Manning to approve Renewal Quote with Illinois Counties Risk Management Trust for the City’s Municipal Insurance for the year December 1, 2024 through December 1, 2025, in the amount of $146,596.00.  The Staunton Public Library will be reimbursing the City $969.00 for their portion of the premium.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Tipler, seconded by Manning to approve 2025 Worker’s Compensation Renewal with Illinois Public Risk Fund at a cost of $64,946.00 (Policy Period is from Jan. 1, 2025, to Jan. 1, 2026).  At Roll Call Vote – Ayes:   Berg, Machota, Tipler, Manning, Dias.  Nayes:  None.  Absent:  McKee.  Motion carried.   

 

WATER-

STREET / SEWER

 

Motion by Machota, seconded by Tipler to pay Invoice #125851 to Fehr Graham Engineering & Envinronmental For Design, Bidding and Construction Services rendered on the North Street Lift Station & Force Main Project in the amount of $29,700.00.  This will be paid from Budget Line Item 52.43.898.0.  At Roll Call Vote – Ayes:  Machota, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  McKee.  Motion carried. 

            PUBLIC GROUNDS-

            TOURISM –

 

Motion by Tipler, seconded by Dias to reimburse the Staunton Chamber of Commerce for half the cost of a 14’ Commercial Size Tower Tree, in the amount of $2,314.00.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

PERSONNEL –

 

Motion by Dias, seconded by Tipler to hire Jonathon Parish as full time Water Treatment Plant Operator.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried.

            SPECIAL COMMITTEES –

                       Economic / TIF

 

Motion by Tipler, seconded by Dias to reimburse Mike Bellovich 75% of the completed expenses as outlined in the TIF Redevelopment Agreement, for a total amount of $17,157.78 (75% of $22,877.04).   At Roll Call Vote – Ayes:  Berg, Machota, Tipler, Manning, Dias.  Nayes:  None.  Absent:  McKee.  Motion carried.

 

            JUDICIARY—

 

1st reading of Ordinance #2261 Amending Chapter 38 Of The Revised Code Of

Ordinances Of The City Of Staunton, Illinois

 

Motion by Manning, seconded by Tipler to waive 1st reading of Ordinance #2262 Authorizing An Amendment To Ordinance #2184 And The Redevelopment Agreement With Meyer Oil Company.  At Roll Call Vote – Ayes:  Machota, Tipler, Manning, Dias, Berg.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Ordinance #2262 Authorizing An Amendment To Ordinance #2184 And The Redevelopment Agreement With Meyer Oil Company.  At Roll Call Vote – Ayes:  Manning, Dias, Berg, Machota, Tipler.  Nayes:  None.  Absent:  McKee.  Motion carried.

Motion by Manning, seconded by Dias to approve Resolution #2024-34 Authorizing The Execution Of A R Redevlopment Agreement With Jeff Roller.  At Roll Call Vote – Ayes:  Dias, Berg, Machota, Tipler, Manning.  Nayes:  None.  Absent:  McKee.  Motion carried. 

 

Motion by Manning, seconded by Dias to approve Resolution #2024-35 Declaring Surplus Property And Authorizing Its Disposition.  At Roll Call Vote – Ayes:  Berg, Machota, Tipler, Manning, Dias.  Nayes:  None.  Absent:  McKee.  Motion carried.

XI.     NEW BUSINESS-

 

           Mayor Neuhaus reminded everyone about the upcoming Holiday Walk Weekend,

           which will be held on December 6th, 7th and 8th.  On Friday evening, December 6th, the

           1st Annual Side-By-Side Parade will be held on Main Street.  The parade will begin at

           St. Michael’s Catholic Church at 7:45 P.M. and head west on Main Street.  The

           Holiday Walk will also be the evening of December 6th from 4:00 to 8:00 P.M. 

           Participating businesses will be opening offering specials and refreshments, a Live

           Nativity will take place at Duda Garden and the annual Tree Lighting and Citizen of

           the Year will be presented.  The Staunton High School Post Prom Committee will host

           their 5K Holiday Hustle Walk/Run and Snack with Santa will be held at the Ralph and

           Josephine Oltmann Community Center from 10:00 A.M. to 2:00 P.M., all on Saturday

           December 7th.  The Community Christmas Concert will be held on Sunday afternoon,

           December 8th at 3:00 P.M. at St. Paul United Church of Christ and Staunton High

           School  Choir will hold their Holiday Concert at 7:00 P.M. at the Staunton High

           School.  Everyone should make plans to attend this Staunton Seasonal Spectacular!

 

XII.    EXECUTIVE SESSION—
