MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, NOVEMBER 9, 2020


I. CALL TO ORDER:


Temporary Chairman Jeff Scanzoni called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, November 9, 2020


II. PLEDGE OF ALLEGIANCE:

Temporary Chairman Jeff Scanzoni led the Pledge Allegiance to the Flag.


III. ROLL CALL:

Prior to roll call being taken, City Clerk Stiegemeier announced that tonight’s City Council Meeting was being conducted remotely and was being recorded due to the COVID-19 Pandemic.

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen Rick Johnson, Randy Hanks, Ryan Machota, Chad Plenske, John Moore and Jeff Scanzoni, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, City Attorney Phil Lading, Police Chief Jeff Doerr and Public Works Director Mike Kuethe.


ELECTRONIC ATTENDANCE: Alderman Brooke Wallace.


NOT ATTENDING: Mayor Craig Neuhaus and Alderman Maria Bodner.

VIII. CITY CLERK’S REPORT

The City Clerk’s Office will be closed on Wednesday, November 11th in observance of the Veteran’s Day holiday. All public works employees, except one water treatment plant employee, will be off that day as well.

FINANCE–

Motion by Moore, seconded by Plenske to approve 2021 Worker’s Compensation Renewal with Illinois Public Risk Fund at a cost of $50,557.00 (Policy Period is from Jan. 1, 2021, to Jan. 1, 2022). At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Wallace. Nayes: None. Absent: Bodner. Motion carried.


WATER-

Motion by Hanks, seconded by Plenske to approve Renewal Quote with Hach Co. for annual maintenance at the water treatment plant in the amount of $10,244.00. Starting date is January 1, 2021 and end date is December 31, 2021. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Wallace, Johnson. Nayes: None. Absent: Bodner. Motion carried.

Motion by Scanzoni, seconded by Machota to approve Quote #2009-169455 from R.P. Lumber Co. for folding tables, round tables and folding chairs for the Community Center in the amount of $4,338.17 (to be paid from line item #55.62.820.0). At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Johnson. Nayes: Wallace, Hanks. Absent: Bodner. Motion carried 5 Ayes; 2 Nayes.


JUDICIARY—

Motion by Johnson, seconded by Moore to approve Ordinance #2095 Granting A Zoning Variance For Real Property Located At 225 South Hackman Street, Staunton, Illinois. At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Wallace, Johnson, Hanks, Machota. Nayes: None. Absent: Bodner. Motion carried.


Motion by Johnson, seconded by Moore to approve Ordinance #2096 Adopting Recommendations And Findings Of Fact Of The Zoning Hearing Officer And Granting A Special Use Permit For Property Loacted At 1005 West Pearl Street, Staunton, Illinois. At Roll Call Vote – Ayes: Moore, Scanzoni, Wallace, Johnson, Hanks, Machota, Plenske. Nayes: None. Absent: Bodner. Motion carried.


1st reading of Ordinance #2097 Amending Chapter 27, Article II Of The City Of Staunton Revised Code Of Ordinances


Motion by Johnson, seconded by Plenske to approve Resolution #2020-38 Declaring The Property Located At 1111 S. College Street Within The City Of Staunton, Illinois A Public Nuisance. At Roll Call Vote – Ayes: Scanzoni, Wallace, Johnson, Hanks, Machota, Plenske, Moore. Nayes: None. Absent: Bodner. Motion carried.


Motion by Johnson, seconded by Moore to approve Resolution #2020-39 Declaring The Property Located At 729 W. 7th Street Within The City Of Staunton, Illinois A Public Nuisance. At Roll Call Vote – Ayes: Wallace, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: Bodner. Motion carried.


Motion by Johnson, seconded by Moore to approve Resolution #2020-40 Establishing The Regular Meeting Location Schedule For The City Of Staunton, Illinois For The Calendar Year 2021. At Roll Call Vote – Ayes: Wallace, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: Bodner. Motion carried.


Motion by Johnson, seconded by Moore to approve Resolution #2020-41 Authorizing Execution Of An Assignment Agreement For The Purchase Of Certain Personal Property With JICTB, Inc. At Roll Call Vote – Ayes: Johnson, Machota, Plenske, Moore, Scanzoni, Wallace. Nayes: Hanks. Absent: Bodner. Motion carried 6 Ayes; 1 Naye.
