I. CALL TO ORDER:
Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Tuesday, November 13, 2018
II. PLEDGE OF ALLEGIANCE:
Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

Received an email from Zion Lutheran Church requesting no parking on the north side of Henry Street from Elm To Wood Street on Sunday, December 2, 2018, from 5:00 to 7:00 P.M. for their Live Nativity. They are also requesting to use nine barricades to block the parking spaces.
The Staunton Water Department has received a Certificate of Commendation in
recognition of achieving the highest standard of compliance in accordance with the
Illinois Fluoridation Act

City Hall Office will be closed on Thursday, November 22 and Friday, November 23, 2018 for the Thanksgiving holiday. All public works employees (except one water treatment plant employee) will be off those days as well. Agenda items for the November 26th City Council Meeting will need to be submitted to City Hall by Wednesday, November 21st.

PUBLIC HEALTH & SAFETY -
Motion by Bodner, seconded by Pritchett to approve request from Zion Lutheran Church to have no parking on the north side of Henry Street from Elm to Wood Street on Sunday, December 2, 2018 from 5:00 to 7:00 P.M. for their Live Nativity. Ayes: Johnson, Scroggins, Pritchett, Scanzoni, Bodner. Nayes: None. Absent: Garde, Plenske, Schrauth. Motion carried.
PARK & CIVIC IMPROVEMENT –
Motion by Scanzoni, seconded by Bodner to pay invoice dated October 31, 2018 from Young’s Roofing, Inc. for roof replacement at City Hall in the amount of $16,665.00. This was approved at the August 13, 2018 City Council Meeting for $16,580.00, however, sheeting had to be replaced due to deterioration which added an additional $85.00. Ayes: Scroggins, Pritchett, Scanzoni, Bodner, Johnson. Nayes: None. Absent: Garde, Plenske, Schrauth. Motion carried.
FINANCE–
Motion by Pritchett, seconded by Johnson to approve Renewal Quote #R1-1000086-1819-01 with Illinois Counties Risk Management Trust for the City’s Municipal Insurance for the year December 1, 2018 to December 1, 2019, in the amount of $75,738.00. The Staunton Public Library will be reimbursing the City $850.00 for their portion of the premium. Ayes: Scroggins, Pritchett, Scanzoni, Bodner, Johnson. Nayes: None. Absent: Garde, Plenske, Schrauth. Motion carried.
Motion by Pritchett, seconded by Scanzoni to approve 2019 Workers’ Compensation Renewal with Illinois Public Risk Fund at a cost of $55,551.00. Ayes: Pritchett, Scanzoni, Bodner, Johnson, Scroggins. Nayes: None. Absent: Garde, Plenske, Schrauth. Motion carried.
UTILITIES-
Motion by Pritchett, seconded by Scroggins to accept bid from Stutz Excavating, Inc. for demolition of the old water treatment plant and Easton Street elevated water tower in the amount of $42,500.00, pending signature of contract. Ayes: Scanzoni, Bodner, Johnson, Scroggins, Pritchett. Nayes: None. Absent: Garde, Plenske, Schrauth. Motion carried.
Motion by Pritchett, seconded by Scanzoni to accept bid from Coding Inspection Services for inspection of the two ground storage tanks at the water treatment plant at a cost of $5,000.00. Ayes: Scanzoni, Bodner, Johnson, Scroggins, Pritchett. Nayes: None. Absent: Garde, Plenske, Schrauth. Motion carried.
