MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 13, 2025

 

I.          CALL TO ORDER:

 

            Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 13, 2025.

 

II.        PLEDGE OF ALLEGIANCE:

 

            Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

 

 III.      ROLL CALL:

 

            City Clerk Stiegemeier called roll with the following persons:

VI.      CORRESPONDENCE

 

Received a Letter of Resignation from full time police dispatcher Stacy Klobnak.  The letter is dated October 1, 2025 and her resignation is effective immediately.

 

Received a letter from the Staunton Chamber of Commerce outlining the weekend activities for the upcoming Holiday Walk, which will be held the weekend of December 5th, 6th and 7th.  They are also seeking sponsors for the event.  A copy of the letter is included with the agenda packet.

VIII.   CITY CLERK’S REPORT

 

If and when the burn ban is lifted by the Staunton Fire Department, yard waste burn days will be every day from October 15th through December 15th.  This is strictly for yard waste only, and only after the burn ban is lifted.

 

IX.      COMMITTEE REPORTS

 

 

PUBLIC HEALTH & SAFETY  -

 

Motion Frank, seconded by Manning to approve payment to the Police Pension Fund for the annual contribution in the amount of $124,991.00, as budgeted.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            PARK & CIVIC IMPROVEMENT –

 

Motion by Berg, seconded by McKee to proceed with demolition of buildings on property at 420 East 9th Street at a cost not to exceed $12,000.00.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Berg, seconded by Machota to pay Invoice #941980 from Sandberg Phoenix for Professional Services Rendered regarding condemnation / demolition proceedings regarding property at 18476 Windy Hill Road in the amount of $1,855.95.  At Roll Call Vote – Ayes:  Bagaglio, McKee, Tipler, Manning, Frank, Berg, Machota.  Nayes:  None.  Absent:  None.  Motion carried. 

 

FINANCE–

 

Motion by Tipler, seconded by McKee to approve Work Order from Sherrill Associates, Inc. for Boundary and Improvement Survey Services regarding the City parking lot on North Union Street.  At Roll Call Vote – Ayes:  McKee, Tipler, Manning, Frank, Berg, Machota, Bagaglio.  Nayes:  None.  Absent:  None.  Motion carried. 

 

WATER-

 

Motion by Bagaglio, seconded by Machota to pay Partial Pay Estimate #3 from Haier Plumbing for work completed on the Ward 3 Water System Improvements Project in the amount of $54,648.37.  At Roll Call Vote – Ayes:  Tipler, Manning, Frank, Berg, Machota, Bagaglio, McKee.  Nayes:  None.  Absent:  None.  Motion carried. 

 

Motion by Bagaglio, seconded by Manning to pay Invoices #916674 and #916530 from Red-E-Mix Concrete for concrete for sidewalk replacement on the Easton Street Water Main Project totaling $2,712.50.  At Roll Call Vote – Ayes:  Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.  This completes all work to finish the Easton Street Water Main Project. 

 

Motion by Bagaglio, seconded by Manning to pay Invoice #10197 to Potts, Smoot & Crawford Civil Engineering & Land Surveying for services rendered regarding the IEPA Permit for the 6th Street Water Main Replacement Project in the amount of $1,200.00.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried. 

 

STREET / SEWER

 

Motion by Machota, seconded by Bagaglio to pay Invoice #1YKG-K3X1-76YC to Amazon Business for replacement tools at the Street Department in the amount of $1,612.87.  At Roll Call Vote – Ayes:   Frank, Berg, Machota, Bagaglio, McKee, Tipler, Manning.  Nayes:  None.  Absent:  None.  Motion carried.

Motion by Frank, seconded by McKee to hire Jessica Staten as a full time police dispatcher.  At Roll Call Vote – Ayes:  Berg, Machota, Bagaglio, McKee, Tipler, Manning, Frank.  Nayes:  None.  Absent:  None.  Motion carried.

            SPECIAL COMMITTEES –

                        Economic TIF 

             

Motion by Tipler, seconded by Machota to reimburse Brian Basso 100% of the completed expenses outlined in the TIF Redevelopment Agreement, for a total amount of $11,400.00.  At Roll Call Vote – Ayes:  Machota, Bagaglio, McKee, Tipler, Manning, Frank, Berg.  Nayes:  None.  Absent:  None.  Motion carried. 

 

            JUDICIARY—

 

Motion by Frank, seconded by Tipler to waive 1st reading of Ordinance #2312 An Ordinance Approving An Intergovernmental Agreement With The Staunton Community Unit School District #6 Regarding Traffic Enforcement On School District Property.  At Roll Call Vote – Ayes:  Manning, Frank, Berg, Machota, Bagaglio, McKee, Tipler.  Nayes:  None.  Absent:  None.  Motion carried.
