City Council Meeting Minutes--June 26, 2017

MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 914 NORTH EASTON ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 26, 2017

I. CALL TO ORDER:

Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 26, 2017

II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.

III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers Rick Johnson, Bill Boster, Chad Plenske, Ryan Pritchett, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Treasurer Cindy Pirok, Public Works Director Mike Kuethe and Police Chief Jeff Doerr.

ELECTRONIC ATTENDANCE: Alderwoman Maria Bodner and Alderman Jeff Scanzoni.

NOT ATTENDING: Aldermen Rich Garde and Herb Sievers and City Attorney Phil Lading.

VI. CORRESPONDENCE

Received a letter from Net Community Church asking permission to use Duda Garden on Monday, July 10 through Thursday, July 13, 2017 for a free community event. They will be providing free lunch and entertainment for families on those days, and would need the park from 9:00 A.M. to 12:30 P.M. each day. A request has also been made to waive the park rental fee.

Received an e-mail from Stacy Slifka, Staunton FFA Alumni member, requesting to use the Fireman’s Park on September 16, 2017 for their 11th Annual Tractor Ride. They are also asking to have the park rental fee waived.

City Hall will be closed, and all Public Works Employees will be off on Tuesday, July 4, 2017 for the Independence Day Holiday.

IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Plenske, seconded by Johnson approving Police Chief Jeff Doerr to sign Montgomery County Health Department Working Agreement between Case Coordination Unit and the Staunton Police Department. Ayes:Johnson, Boster, Plenske, Pritchett, Scanzoni, Bodner. Nayes: None. Absent: Garde, Sievers. Motion carried.

Motion by Plenske, seconded by Bodner to approve full time placement list compiled by the Police Commission from recent interviews to be good for 12 months. Ayes: Boster, Plenske, Pritchett, Scanzoni, Bodner. Nayes: None. Abstain: Johnson. Absent: Garde, Sievers. Motion carried 5 Ayes; 1 Abstain.

PARK & CIVIC IMPROVEMENT –

Motion by Boster, seconded by Johnson to grant request from Net Community Church to host their free lunch and entertainment community event at Duda Garden on Monday, July 10 through Thursday, July 13 from 9:00 A.M. to 12:30 P.M. with the park rental fee being waived. Ayes: Boster, Plenske, Pritchett, Scanzoni, Bodner, Johnson. Nayes: None. Absent: Garde, Sievers. Motion carried.

Motion by Boster, seconded by Johnson to grant request from the Staunton FFA Alumni to use the Fireman’s Park on Saturday, September 16, 2017 for their 11th Annual Tractor Ride with the park rental fee being waived. Ayes: Plenske, Pritchett, Scanzoni, Bodner, Johnson, Boster. Nayes: None. Absent: Garde, Sievers. Motion carried.

FINANCE–

Motion by Pritchett, seconded by Plenske to pay Invoice dated May 3, 2017 from John H. Crawford & Associates for Final Work completed on the Ginsing Creek Drainage Study in the amount of $2,500.00. Ayes: Pritchett, Scanzoni, Bodner, Johnson, Boster, Plenske. Nayes: None. Absent: Garde, Sievers. Motion carried.

Motion by Pritchett, seconded by Boster to pay Invoice dated June 20, 2017 from John H. Crawford & Associates for Field Surveying on the Ginsing Creek Drainage Project in the amount of $10,000.00. Ayes: Scanzoni, Bodner, Boster, Plenske, Pritchett. Naye
