MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, DECEMBER 13, 2021


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, December 13, 2021


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:


ATTENDING: Aldermen David Manning (arrived at 7:06 P.M.), David Dias, Rick Johnson, Ryan Machota, John Moore and Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier and Public Works Director Mike Kuethe.


ELECTRONIC ATTENDANCE: Alderman Chad Plenske, City Attorney Phil Lading and Police Chief Jeff Doerr.

NOT ATTENDING: Alderman Randy Hanks and City Treasurer Cindy Pirok.

V. GUESTS

Damian Bernardini addressed the Council regarding the extension of a water main to residents on Albrecht Road. He’s not sure how many would be willing to tap on, but there are nine homes between Renken Road and Spengel Road. This will be discussed further in a committee meeting.


Dave Hall addressed the Council regarding the placement of a street light and directional light near his business, S&K Storage at 1100 South Union Street. He feels that the directional light will also be beneficial in providing additional lighting to the bike trail. This will also be discussed further in a committee meeting.

VIII. CITY CLERK’S REPORT

The City Clerk’s Office will be closed on Friday, December 24th and Monday, December 27th for the Christmas Holiday. All public works employees, except one water treatment plant employee, will be off those days as well.


Please turn in all completed Certificates of Participation for the state required Sexual Harassment Prevention Training, which are due by December 31, 2021.


IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

No discussion or no action was taken regarding the 2022 Dodge Durango police vehicle.


Motion by Manning, seconded by Johnson to approve spending up to an additional $6,000.00 for police department remodeling. At Roll Call Vote – Ayes: Johnson, Machota, Plenske, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks. Motion carried.


PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Johnson to pay Invoice #142 from Hap Industries, Inc. (Christmas Décor Systems) for Main Street Christmas decorations in the amount of $3,472.50. This is the third payment of a three year agreement that was approved at the June10, 2019 City Council Meeting. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks. Motion carried.


FINANCE–

Motion by Moore, seconded by Scanzoni authorizing Mayor Neuhaus to sign Engagement Letter with C. J. Schlosser & Company, LLC confirming services for the City Audit for the fiscal year ending April 30, 2022. The fee for audit services this year will be $9,200.00. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks. Motion carried.

WATER-

STREET / SEWER

Motion by Machota, seconded by Dias to approve Proposal No. OP-541848 from Vandevanter Engineering for lift station repairs at the Canadian Crossing and Hi Café Lift Stations in the amount of 13,595.00. At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Manning, Dias, Johnson, Machota. Nayes: None. Absent: Hanks. Motion carried.


Motion by Machota, seconded by Moore to pay Invoice #2634 from Laughlin Electric for Main Street electrical repairs in the amount of $1,540.00. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Machota, Plenske. Nayes: None. Absent: Hanks. Motion carried.


Motion by Machota, seconded by Moore to pay Invoice #2636 from Laughlin Electric for Main Street electrical repairs in the amount of $3,035.00. At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Machota, Plenske, Moore. Nayes: None. Absent: Hanks. Motion carried.

Motion by Manning, seconded by Scanzoni to approve Ordinance #2149 Amending The Liquor Code For The City Of Staunton, Illinois In Regards To The Number Of Available Class D Licenses (increasing from Five (5) to Six (6). At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Plenske, Moore, Scanzoni. Nayes: None. Absent: Hanks. Motion carried.
