MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, DECEMBER 12, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, December 12, 2022


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

VIII. CITY CLERK’S REPORT

Petitions packets for the April 4, 2023 Consolidated Election are being accepted at the City Clerk’s Office through December 19, 2022, which is the filing deadline. The City Clerk’s Office will be open until 5:00 P.M. on the final filing day.


The City Clerk’s Office, along with all public works employees except for one water treatment plant operator, will be off on Friday, December 23rd and Monday December 26th for the Christmas holidays.



All employees and elected officials are required to complete the annual State of Illinois Sexual Harassment Prevention Training. Please complete the training and return the Certificate of Participation to me no later than December 30, 2022.

PUBLIC HEALTH & SAFETY -

Motion by Manning, seconded by Dias to approve Full Time Placement List compiled by the Police Commission from recent interviews, to be good for six months. At Roll Call Vote – Ayes: Berg, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Tipler to approve Quote from Southwest Solutions Group for detention bench for the Police Department at a cost of $1,799.99. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: None. Motion carried.

PARK & CIVIC IMPROVEMENT –

Motion by Tipler, seconded by Moore to pay Invoice #411 to Christmas Décor Systems for Main Street Christmas decorations in the amount of $3,500.00. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Berg, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Dias to pay Invoice #2886 to Laughlin Electric, Inc. for lighting repair labor and ballasts at the Soccer Fields in the amount of $5,535.00. $1,763.00 will be paid from Line Item #17.51.895.0 and the balance of $3,772.00 will be paid from Line Item #17.51.891.0. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Machota, Moore. Nayes: None. Absent: None. Motion carried.


Motion by Tipler, seconded by Moore to accept Request For Qualification (RFQ) from John H. Crawford & Associates to administer housing grant. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.


FINANCE–

Motion by Moore, seconded by Dias to approve Invoice #744309 from Sandberg Phoenix for Special Projects in the amount of $1,263.20. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


WATER-

Motion by Moore, seconded by Manning to approve Renewal Quote with Hach Co. for annual maintenance at the water treatment plant in the amount of $12,525.00. Starting date is January 1, 2023 and end date is December 31, 2023. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.


STREET / SEWER

TOURISM –

PERSONNEL –

Motion by Dias, seconded by Manning to approve hiring Robert Jackowski as full time Police Officer from the recently approved Full Time Placement List compiled by the Police Commission. At Roll Call Vote – Ayes: Dias, Berg, Machota, Moore, Tipler, Manning. Nayes: None. Absent: None. Motion carried.


City Clerk Stiegemeier administered the Oath of Office to newly hired full time Police Officer Robert Jackowski.

Motion by Manning, seconded by Tipler to waive 1st reading of Ordinance #2189 Approving A Charity Roadblock By The Salvation Army At The Intersection Of Main And Route 4 And Main And Union (December 17, 2022). At Roll Call Vote – Ayes: Berg, Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.

A brief discussion was held regarding the second City Council Meeting in December

(December 27, 2022), and it was decided to cancel that meeting. A motion was made

by Tipler, seconded by Manning to cancel the December 27, 2022 City Council

Meeting. At Roll Call Vote – Ayes: Manning, Dias, Berg, Machota, Moore, Tipler.

Nayes: None. Absent: None. Motion carried.


XII. EXECUTIVE SESSION—

No Executive Session was held.


XIII. MOTIONS FROM EXECUTIVE SESSION
