MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JULY 26, 2021


I. CALL TO ORDER:


Mayor Pro-Tem Jeff Scanzoni called the Staunton City Council Meeting to order at 7:03 P.M. on Monday, July 26, 2021


II. PLEDGE OF ALLEGIANCE:

Mayor Pro-Tem Jeff Scanzoni led the Pledge Allegiance to the Flag.


III. ROLL CALL:

V. GUESTS

Tara Lorenz-Green from Ameren Illinois, along with Don King and Joe Hemphill from Volkert, Inc., were present to talk with the City Council regarding an electric transmission line project which will be going from Wood River, IL to north of Staunton. Ms. Lorenz-Green stated that Ameren will be rebuilding lines that will affect several properties from Route 4 to residents north of Staunton. Ameren is needing to acquire easements and they are working with landowners that will be affected to acquire such easements and they are also requesting to widen an easement already with the City of Staunton. This said easement is currently 50’ wide and they are wanting to make the easement 100’ wide. The current easement in place is in the wetlands out near the Staunton reservoir. Ameren’s normal practice is to offer 75% of the market value of the property to secure the easement, however, on this project they are offering the full market value of $6,500.00. The total amount of land included in the easement is 1.61 acres. Mr. King passed out the Ameren proposal outling the area of City property that would be affected, and the proposal is attached to the City Council Meeting Minutes.


VI. CORRESPONDENCE


Received an email from Kim Labonte regarding the Mt. Olive Turner Hall Tour De Turner. The event is planned for Sunday, September 5th, with the intermediate route going through the city limits of Staunton, however, they will not be planning any stops in Staunton. A copy of the email is attached to the agenda packet.


Received a letter of resignation from full time police officer Jeremy Bradford. The letter is dated July 16, 2021 and his last day of employment with the City of Staunton will be on July 30, 2021.


Received an email from Nelson Grman asking the City Council to consider erecting a monument between the Veteran’s Memorial and the clock tower at the City Hall property, honoring coal miners and the City’s coal mining heritage. A copy of the email is included with the agend packet.


Received a letter from the Illinois Department of Commerce and Economic Opportunity regarding the American Rescue Plan Act. They are notifying the City that Staunton is eligible to receive $673,467.61 from the Coronavirus Local Fiscal Recovery Fund allotment for non-entitlement units of local government. A copy of the letter is included with the agenda packet.

Motion by Manning, seconded by Plenske to pay Invoice #21C-50 to Brownlee Data Systems for annual Village Police Maintenance Agreement in the amount of $1,800.00 (8/5/2021 through 8/4/2022). At Roll Call Vote – Ayes: Machota, Plenske, Scanzoni, Manning, Wallace, Johnson. Nayes: None. Absent: Hanks, Moore. Motion carried.


Motion by Manning, seconded by Plenske to pay Invoice dated June 30, 2021 from West Central Illinois Criminal Justice Council for Mobile Training Unit 9 annual dues in the amount of $1,275.00 (effective July 1, 2021 – June 30, 2022). At Roll Call Vote – Ayes: Machota, Plenske, Scanzoni, Manning, Wallace, Johnson. Nayes: None. Absent: Hanks, Moore. Motion carried.

PARK & CIVIC IMPROVEMENT –

Motion by Scanzoni, seconded by Machota to approve City portion of Estimate #00084 for roof replacement on the Jaguar Football building in the amount of $2,834.91. At Roll Call Vote – Ayes: Plenske, Scanzoni, Manning, Wallace, Johnson, Machota. Nayes: None. Absent: Hanks, Moore. Motion carried.

accepted, this will be placed on the next agenda for approval.
