MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, JUNE 27, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, June 27, 2022.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

V. GUESTS

Brian McCollum, a resident that lives on East Main Street, addressed the Council regarding debris that was in his yard from the Fireworks Show last evening. Mr. McCollum had concerns with a possible fire hazzard due to the debris landing in the yard and on his car. He made it clear that he does not want the Fireworks Show cancelled, but he wanted to make the City aware of the situation. Mayor Neuhaus assured Mr. McCollum that the fire department was well aware and they searched the area for possible problems following the show.


VI. CORRESPONDENCE

Received a letter of resignation from full time police officer Kenneth Lutz. The letter was dated June 5, 2022 with the effective date being June 18, 2022.


Received a letter of resignation from part time crossing guard Jules Bartony, Sr.


VII. TREASURER’S REPORT

Nothing to report.


VIII. CITY CLERK’S REPORT

The City Clerk’s Office will be closed on Monday, July 4th for the Independence Day Holiday. All public works employees, except for one water treatment plant employee, will be off that day as well.

Motion by Moore, seconded by Manning to pay Invoice #711912 to Sandberg Phoenix for professional services rendered for special projects in the amount of $2,128.33. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.

Motion by Machota, seconded by Scanzoni to approve purchase of traffic paint at a cost not to exceed $2,500.00. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.

TOURISM –

Motion by Scanzoni, seconded by Moore to approve spending up to $6,350.00 for Strassenfest (Octoberfest) expenses. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Scanzoni, seconded by Moore to approve spending up to $10,000.00 for Balloon Glow expenses. At Roll Call Vote – Ayes: Machota, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: Hanks, Plenske. Motion carried.

At Roll Call Vote – Ayes: Scanzoni, Manning, Dias, Johnson, Machota, Moore. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Manning, seconded by Johnson to approve Ordinance #2165 Granting A Zoning Variance For Real Property Located At 503 Klondike Street, Staunton, Illinois. At Roll Call Vote – Ayes: Manning, Dias, Johnson, Machota, Moore, Scanzoni. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Manning, seconded by Johnson to approve Ordinance #2166 Approving A Collective Bargaining Agreement With Laborers’ International Union Of North America, Local Union Number 338, On Behalf Of The City Of Staunton, Illinois Full Time Employees Of The Street, Water And Sewer Departments. At Roll Call Vote – Ayes: Dias, Johnson, Machota, Moore, Scanzoni, Manning. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Manning, seconded by Moore to approve Resolution #2022-12 Appointing Fehr Graham Engineering And Environmental As Contract Grant Writers For The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Johnson, Machota, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: Hanks, Plenske. Motion carried.


Motion by Manning, seconded by Scanzoni to approve Resolution #2022-13 Re-Appointing Steven Moore To The Staunton Library Board. At Roll Call Vote – Ayes: Machota, Scanzoni, Manning, Dias, Johnson. Nayes: None. Abstain: Moore. Absent: Hanks, Plenske. Motion carried 5 Ayes; 1 Abstain.
