MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, MARCH 13, 2023


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, March 13, 2023.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

Received a Letter of Resignation from part time police officer David Burnett. The letter is dated February 13, 2023, and his resignation is effective immediately.


Received a Letter of Resignation from part time police officer Larry Rayburn. The letter is dated February 27, 2023 and his resignation will be effective March 1, 2023.

Received a letter from Madison Communications notifying the City of their success in exceeding customer protection requirements for the 2022 year. A copy of the letter and report is included with the agenda packet.


Received a letter from Madison Communications notifying the City that due to local programmers and content providers of HDTV offerings imposing rate increases, Madison will be imposing rate increases as well, effective April 1, 2023. A copy of the letter is attached to the agenda packet.

VIII. CITY CLERK’S REPORT

Governor Pritzker has signed a new Gubernatorial Disaster Proclamation extending the statewide declaration through April 1, 2023, which means that public meetings may continue to be held remotely.


Received notice from Macoupin County Clerk Pete Duncan that the County will soon be sending out Economic Interest Forms via email for everyone to complete the online form. The email will give you a username and password and you will need to go online to complete your form. The County will no longer be mailing the yellow forms as in the past.

Motion by Tipler, seconded by Manning to grant Mayor Neuhaus the authority to prepare a letter requesting consideration for Community Project Funding. At Roll Call Vote – Ayes: Berg, Moore, Tipler, Manning, Dias. Nayes: None. Absent: Machota. Motion carried.


FINANCE–

Motion by Moore, seconded by Dias to pay Invoice #759706 from Sandberg Phoenix for Professional Services Rendered for Special Projects in the amount of $2,896.64. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: Machota. Motion carried.

STREET / SEWER

Motion by Moore, seconded by Manning to pay Invoice #5558416 to Vandevanter Engineering for Annual Maintenance Service Contract for Small Flygt Lift Stations in the amount of $3,282.00. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Berg. Nayes: None. Absent: Machota. Motion carried.



Motion by Moore, seconded by Tipler to pay Invoice #5558401 to Vandevanter Engineering for Annual Maintenance Service Contract for the Main Lift Station in the amount of $5,515.00. At Roll Call Vote – Ayes: Tipler, Manning, Dias, Berg, Moore. Nayes: None. Absent: Machota. Motion carried.

Motion by Moore, seconded by Manning to approve Bid from Advanced Environmental Services, Inc. for Asbestos Abatement at 104 East Main Street in the amount of $8,800.00. At Roll Call Vote – Ayes: Manning, Dias, Berg, Moore, Tipler. Nayes: None. Absent: Machota. Motion carried.


Motion by Moore, seconded by Tipler to approve Bid from Advanced Environmental Service, Inc. for Asbestos Abatement at 108 East Main Street in the amount of $5,500.00. At Roll Call Vote – Ayes: Dias, Berg, Moore, Tipler, Manning. Nayes: None. Absent: Machota. Motion carried.


JUDICIARY—

Motion by Manning, seconded by Dias to approve Ordinance #2193 Approving A Pre-Annexation Agreement With John M. & Jordan K.L. Forbes Regarding Property Located At 20424 Tall Timber Road, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time. At Roll Call Vote – Ayes: Berg, Moore, Tipler, Manning, Dias. Nayes: None. Absent: Machota. Motion carried.


1st reading of Ordinance #2194 Adopting The City’s Updated Zoning Map And Authorizing Its Publication


1st reading of Ordinance #2195 Establishing The Staunton Business District; Approving A Business District Plan; Authorizing The Imposition And Collection Of A Sales Tax Within Such Business District; And Approving Certain Actions In Connection With The Establishment Of Such Business District.
