MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, NOVEMBER 14, 2022


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, November 14, 2022


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

V. GUESTS

Rick Johnson addressed the Council with the following from VFW Post #1241:


The Staunton VFW Post 1241 has been an integral part of our community since 1934. For the last 88 years they have served not only our country but our community as well. The VFW serves as a cooling and warming center for the City of Staunton in times of need and by proclamation has been designated the City’s official cooling and warming center. Unfortunately, due to problems caused by the pandemic shut down and a faltering economy the Post now sees itself in need of support. There are two of the Air Conditioning/Furnaces now out of order with one being irreparable and in need of complete replacement. The estimate to replace the irreparable unit is $11,000 with a total repair cost of $17,976.

The Post is addressing every avenue available which includes the City of Staunton. Realizing funds are tight all over, the Post is asking if in fact the City could find an extra few dollars here or there. Every cent towards our goal will be extremely rewarding and appreciative by all helping us to remain a consisyent and viable asset to the community.


VI. CORRESPONDENCE


Received a letter from Staunton Unit Schools thanking the City Utilities Committee for their consideration of a credit towards their water/sewer bill. A copy of the letter is attached with the agenda packet.



VII. TREASURER’S REPORT

Certificates of Deposit recently cashed in at Bank of Springfield:

General Fund - $100,000.00 plus $451.55 interest

Bond/Interest Fund - $250,000.00 plus $1,128.89 interest

Water Fund - $200,000.00 plus $903.10 interest

Infrastructure Fund - $100,000.00 plus $451.55 interest

VIII. CITY CLERK’S REPORT

The City Clerk’s Office will closed on November 24th and 25th for the Thanksgiving holiday. All public works employees, except for one water treatment plant employee, will be off those days as well. Please send me all agenda items for the November 28th meeting by Wednesday, November 23rd at 3:00.

PARK & CIVIC IMPROVEMENT –

FINANCE–

Motion by Moore, seconded by Manning to pay Invoice #218805 from C.J. Schlosser & Co., LLC for payment in preparation of the City’s audit for the fiscal year ending April 30, 2022 in the amount of $9,200.00. At Roll Call Vote – Ayes: Machota, Moore, Tipler, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Tipler to approve Renewal Quote with Illinois Counties Risk Management Trust for the City’s Municipal Insurance for the year December 1, 2022 through December 1, 2023, in the amount of $106,931.00. The Staunton Public Library will be reimbursing the City $850.00 for their portion of the premium. At Roll Call Vote – Ayes: Moore, Tipler, Manning, Dias, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Dias to approve 2023 Worker’s Compensation Renewal with Illinois Public Risk Fund at a cost of $50,854.00 (Policy Period is from Jan. 1, 2023, to Jan. 1, 2024). At Roll Call Vote – Ayes: Tipler, Manning, Dias, Machota, Moore. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Dias to pay Invoice #739836 to Sandberg Phoenix for Professional Services Rendered (Teamster Contract Negotiations and Interstate TIF Discussion) in the amount of $3,136.21. At Roll Call Vote – Ayes: Manning, Dias, Machota, Moore, Tipler. Nayes: None. Absent: None. Motion carried.

XI. NEW BUSINESS-

The only sealed bid received for the advertised surplus property was received from Bryan and Heather Ondes. The amount of the bid was $500.00.

Motion by Manning, seconded by Tipler to go into Executive Session at 7:10 P.M. to

discuss Pending Litigation Regarding Easement - Pursuant to 5 ILCS 120/2 (c) (11).
