MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, NOVEMBER 22, 2021


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, November 22, 2021


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons:

VI. CORRESPONDENCE

Received a letter of resignation from Zoning Adminstrator Ailee Taylor, dated November 5, 2021.


The Staunton Post Prom Committee will be hosting a 5K Santa Dash on Saturday, December 4th starting at 8:00 A.M. This will be in conjunction with the Holiday Walk, which the Council has already approved to close Main Street. They will have volunteers at intersections with signs to keep the runners safe from traffic. They expect the race to last about an hour.


VII. TREASURER’S REPORT

Certificates of Deposit recently cashed in at the Bank of Hillsboro:

Bond/Interest Fund--$100,000.00 plus $450.94 interest

VIII. CITY CLERK’S REPORT

City Clerk’s Office will be closed Thursday, November 25th and Friday, November 26th for the Thanksgiving Holiday. All public works employees, except one water treatment plant employee, will be off those days as well.


All employees of the City of Staunton are to complete the mandatory annual sexual

harassment training required by the State of Illinois. This training is mandated to occur annually and must be completed by the end of the calendar year.


IX. COMMITTEE REPORTS

PUBLIC HEALTH & SAFETY -

Motion by Johnson, seconded by Dias to approve Full Time Placement List compiled by the Police Commission from recent interviews, to be good for six months. At Roll Call Vote – Ayes: Johnson, Moore, Scanzoni, Dias. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.

PARK & CIVIC IMPROVEMENT –

Nothing to report.


FINANCE–

Motion by Moore, seconded by Dias to pay Invoice #763875 from Kerber, Eck & Braeckel, LLP for the final payment in preparation of the City’s audit for the fiscal year ending April 30, 2021 in the amount of $6,277.90. At Roll Call Vote – Ayes: Moore, Scanzoni, Dias, Johnson. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.


Motion by Moore, seconded by Dias to spend up to $2,000.00 with Kerber, Eck & Braeckel, LLP for additional work required for the State of Illinois TIF Reporting. At Roll Call Vote – Ayes: Scanzoni, Dias, Johnson, Moore. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.

Motion by Dias, seconded by Johnson to approve hiring Jassen Stinnett as full time Police Officer from the recently approved Full Time Placement List compiled by the Police Commission. At Roll Call Vote – Ayes: Dias, Johnson, Moore, Scanzoni. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.


Motion by Dias, seconded by Johnson to approve hiring Daymond Lynn as full time Police Officer from the recently approved Full Time Placement List compiled by the Police Commission. At Roll Call Vote – Ayes: Johnson, Moore, Scanzoni, Dias. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.


Motion by Dias, seconded by Johnson to approve hiring Ronald Boris as part time Police Officer. At Roll Call Vote – Ayes: Moore, Scanzoni, Dias, Johnson. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.


Motion by Dias, seconded by Johnson to advertise for Zoning / Office Administrative Assistant position. At Roll Call Vote – Ayes: Scanzoni, Dias, Johnson, Moore. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.

Motion by Johnson, seconded by Dias to waive the 1st reading of Ordinance #2148 Amending City Ordinance #2147 To Correct Certain Scrivener’s Errors Therein. At Roll Call Vote – Ayes: Dias, Johnson, Moore, Scanzoni. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.


Motion by Johnson, seconded by Dias to approve Ordinance #2148 Amending City Ordinance #2147 To Correct Certain Scrivener’s Errors Therein. At Roll Call Vote – Ayes: Johnson, Moore, Scanzoni, Dias. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.


1st reading of Ordinance #2149 Amending The Liquor Code For The City Of

Staunton, Illinois In Regards To The Number Of Available Class D Licenses

(increasing from Five (5) to Six (6)


Motion by Johnson, seconded by Dias to approve Resolution #2021-41 Establishing The Regular Meeting Location Schedule For The City Of Staunton, Illinois For The Calendar Year 2022. At Roll Call Vote – Ayes: Moore, Scanzoni, Dias, Johnson. Nayes: None. Absent: Manning, Hanks, Machota, Plenske. Motion carried.
