MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD AT THE RALPH & JOSEPHINE OLTMANN COMMUNITY CENTER, 101 W. PEARL ST., STAUNTON, ILLINOIS ON MONDAY, OCTOBER 25, 2021


I. CALL TO ORDER:


Mayor Craig Neuhaus called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, October 25, 2021.


II. PLEDGE OF ALLEGIANCE:

Mayor Craig Neuhaus led the Pledge Allegiance to the Flag.


III. ROLL CALL:

City Clerk Stiegemeier called roll with the following persons

ATTENDING: Councilmembers David Manning, Randy Hanks, Ryan Machota, Chad Plenske, John Moore, Jeff Scanzoni, Mayor Craig Neuhaus, City Clerk Dennis Stiegemeier, City Attorney Phil Lading and Public Works Director Mike Kuethe.


ELECTRONIC ATTENDANCE: Alderman Rick Johnson and Police Chief Jeff Doerr.

IV. APPOINTMENT AND OATH OF OFFICE

Motion by Moore, seconded by Machota to approve Resolution #2021-40 Appointing David Dias To The Position Of Ward 1 Alderman For The City Of Staunton, Illinois. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning. Nayes: None. Absent: None. Motion carried.


City Clerk Stiegemeier administered the Oath of Office to newly appointed Ward 1 Alderman David Dias.

VIII. TREASURER’S REPORT

The annual Treasurer’s Report for the City of Staunton has been completed for the

fiscal year ending April 30, 2021, and a motion to accept will be during the Finance

Committee Report.

Trick or Treat hours are set for October 30th and 31st from dusk to 9:00 P.M.

Motion by Moore, seconded by Scanzoni to purchase chain link fencing for the Gensing Creek Culvert Project at a cost not to exceed $1,500.00. At Roll Call Vote – Ayes: Dias, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Manning to approve 2020-2021 Annual Financial Audit for the City of Staunton completed by Kerber, Eck & Braeckel, LLP. At Roll Call Vote – Ayes: Johnson, Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Dias. Nayes: None. Absent: None. Motion carried.


Motion by Moore, seconded by Plenske to accept the City of Staunton’s Annual Treasurer’s Report for the fiscal year ending April 30, 2021. At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: None. Motion carried.


UTILITIES / WATER


Motion by Moore, seconded by Scanzoni to purchase water leak detection equipment from USA Bluebook at a cost not to exceed $2,000.00. At Roll Call Vote – Ayes: Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson, Hanks. Nayes: None. Absent: None. Motion carried.

Motion by Manning, seconded by Moore to approve carrying over 120 hours of vacation for Full Time Police Dispatcher Beverly Laurent. At Roll Call Vote – Ayes: Plenske, Moore, Scanzoni, Manning, Dias, Johnson, Hanks, Machota. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Scanzoni to approve carrying over 80 hours of vacation for Public Works Director Mike Kuethe. At Roll Call Vote – Ayes: Moore, Scanzoni, Manning, Dias, Johnson, Hanks, Machota, Plenske. Nayes: None. Absent: None. Motion carried.


Motion by Manning, seconded by Plenske to hire Lauri Ebersohl for the part time janitorial position for City owned buildings. At Roll Call Vote – Ayes: Scanzoni, Manning, Johnson, Hanks, Machota, Plenske, Moore. Nayes: None. Abstain: Dias. Absent: None. Motion carried 7 Ayes; 1 Abstain.


Motion by Manning, seconded by Machota to hire Robin Simpson as part time police officer. At Roll Call Vote – Ayes: Manning, Johnson, Hanks, Machota, Plenske, Moore, Scanzoni. Nayes: None. Abstain: Dias. Absent: None. Motion carried 7 Ayes; 1 Abstain.

Motion by Manning, seconded by Machota to TABLE Ordinance #2136 for 60 days, Vacating Portion Of City Alleyway, Declaring It Surplus Real Property And Authorizing Its Sale. Motion by Manning, seconded by Moore to approve Ordinance #2141 Approving A Pre-Annexation Agreement With Stephen & Vivian Worley Regarding Property Located At 2224 Route 4, Staunton, IL But Not Physically Annexing The Property To The City’s Corporate Boundaries At This Time (PIN #01-000-053-01). At Roll Call Vote – Ayes: Hanks, Machota, Plenske, Moore, Scanzoni, Manning, Dias, Johnson. Nayes: None. Absent: None. Motion carried.
